On the morning of December 9, at the 6th session of the Ho Chi Minh City People's Council, term X, term 2021-2026, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha presented the contents sent to the session.
Among them is a document stipulating a number of specific policies to support children of preschools, students of general education institutions, vocational education centers - continuing education, students of specialized education institutions with special circumstances in Ho Chi Minh City. Along with that is a document stipulating tuition fees for public and non-public schools.

Currently, the rate of poor and near-poor households has decreased, but is still concentrated in some suburban areas, especially since July 1, Ho Chi Minh City has adjusted the commune-level units; the lives of many migrant households are still difficult, directly affecting the education of their children, and the cost of education is increasing. Without the support of the State, a part of students is at risk of dropping out of school and interrupting their studies.
In addition, Ho Chi Minh City is organizing a 2-session/day program, and organizing additional boarding activities such as: lunch, hygiene and life skills training sessions. Therefore, many other additional incomes arise at educational institutions.
To support those in difficult circumstances, the People's Committee of Ho Chi Minh City submitted to the City People's Council a policy to support children of preschools, students of general education institutions, vocational education - continuing education centers, and students of specialized education institutions with special circumstances in the area.
The beneficiaries are children who are orphans of both parents; children with disabilities; children with one parent or both parents or grandparents, or foster parents who are from poor or near-poor households; children who are orphaned of one parent and abandoned by the other, living with grandparents or foster parents but now the grandparents or foster parents have passed away.
These students will be supported with lunch at the educational facility up to 40,000 VND/student/day; they will also be supported with service fees, educational activities, and fees for organizing school program content outside of regular school hours.
At the same time, these subjects will receive financial support to buy school uniforms (kindergarten 300,000 VND/school year; primary school 400,000 VND/school year; middle school 450,000 VND/year; high school 500,000 VND/year).
At the meeting, the HCMC People's Council also considered proposals to regulate tuition fees for public and non-public schools from the 2025-2026 school year.
In particular, non-public schools set tuition fees for preschool and primary school students at 400,000 VND/student/month, and for high school and middle school students at 600,000 VND/student/month.
Meanwhile, tuition fees for public schools are as follows: Kindergarten 180,000 VND/child/month, primary school 80,000 VND/child/month, middle school 100,000 VND/child/month and high school 120,000 VND/child/month.
