The drill mobilized more than 3,000 people and 100 vehicles of various types, including many modern specialized equipment such as: 56m ladder truck, new technology fire truck, rescue vehicle and fire fighting robot.


Hypothetical situation: At 5:30 am, at basement B1 of Glory Heights apartment complex (area of about 10,100m²), a motorbike leaked gasoline and encountered a heat source due to an electrical short circuit, causing a fire. The fire spread quickly, creating a large amount of smoke and toxic gas that spread through the stairwell and technical gene box to buildings GH6, GH5, GH3.



The incident caused panic among residents. At apartment GH6-123 on the 7th floor, the owner of the apartment heard the fire and ran away while cooking but did not turn off the gas valve, leaving flammable objects behind, causing the fire to flare up and smoke to spread to the hallway and upper floors, trapping many people. At the same time, residents moved their vehicles out of the fire area, leading to chaos. In particular, 2 cars collided on Rodeo Avenue in front of Vincom Mega Mall Grand Park, leaving 4 people unconscious and trapped in the car.













At the time of the fire, Glory Heights had about 10,000 people living and working. Evacuation from the upper floors was difficult because the toxic smoke spread quickly, the elevator pressurization system stopped working due to power outage, and smoke seeped deep into the floors.
Upon receiving the news, the Fire Prevention and Rescue Police Department of Ho Chi Minh City Police Department promptly mobilized forces and vehicles to the scene to put out the fire and rescue. At the same time, they coordinated with the Ho Chi Minh City Command and the Department of Health to rescue the victims.




The forces coordinated to deploy many teams to control the fire, ladder trucks were used to approach and rescue people trapped on the upper floors. Firefighting robots were mobilized to the scene to spray high-pressure water and spray cooling mist. Smoke extraction trucks were also deployed to remove smoke from the basement area.
Mobile police used sniffer dogs to help search for victims trapped in the basement and hidden corners of the building.


Traffic police assisted in directing traffic around the area to assist with firefighting and rescue operations. Ambulances were dispatched, and medical personnel provided first aid and transported the injured to hospital.
After a few minutes, the fire was completely controlled and all victims were taken to a safe area.


In his speech, Major General Nguyen Thanh Huong requested the building management board to strengthen its responsibility in fire prevention and rescue work; proactively coordinate with the Fire Prevention and Rescue Police force to effectively implement fire and explosion prevention solutions for each type of existing facility and construction in the urban area; regularly inspect and strengthen the grassroots force, train incident handling skills and promptly overcome fire and explosion risks.

Based on the actual exercise, Ho Chi Minh City Police will research, develop, and complete training curriculum and lesson plans, and provide advanced technical and tactical training for grassroots and professional forces to meet practical requirements; continue to organize reviews, propose investments, and equip specialized means and equipment, and research and apply modern technology and techniques to effectively serve fire fighting and rescue work for high-rise, super high-rise, and multi-basement buildings...
