At the beginning of his speech, Mr. Nguyen Van Duoc expressed his deep gratitude to Prime Minister Pham Minh Chinh for attending and giving many important, profound and comprehensive instructions at the Forum. He said that the strategic orientations of the Prime Minister and the Secretary of the Ho Chi Minh City Party Committee, along with the enthusiastic and straightforward proposals from the business community and experts, have given the City a strong source of inspiration. And that inspiration, according to Mr. Duoc, has become the driving force for the city to decide to act more decisively: dare to think, dare to do, dare to innovate and dare to take responsibility for the national interest, the interests of the people and for the happiness of the people.
The Chairman of the Ho Chi Minh City People's Committee also expressed his thanks to international delegates and businesses for actively participating in the discussion sessions. He emphasized that the multi-dimensional and empirical perspectives, along with new initiatives, policies and cooperation models, have contributed to expanding the thinking space and creating the premise for extensive connections between experts, businesses and policy-making agencies.
According to Chairman Nguyen Van Duoc, this year's Autumn Economic Forum 2025 gathered more than 1,500 delegates, with the direct and continuous participation of the Prime Minister, Deputy Prime Ministers, leaders of many central ministries and branches, and the coordination of the World Economic Forum (WEF).
The signed contents, policy initiatives and cooperation models are all built on a foundation of in-depth expertise, closely following Vietnam's reality and paving the way for sustainable development in the future. Thanks to the strong spread through the domestic and international media system, the Autumn Economic Forum, chaired by the Prime Minister and upgraded from the Ho Chi Minh City Economic Forum, has affirmed its new position.
For the first time, the event was co-organized with WEF in a new model: WEF accompanies but does not directly host. This, according to Mr. Duoc, has contributed to enhancing Vietnam's role as a creator and increasing the attractiveness of the City on the world economic map.
Three strategic action focuses of Ho Chi Minh City
Based on the direction of the Prime Minister, central ministries and branches, and recommendations from experts and businesses, Mr. Duoc said that Ho Chi Minh City has identified three strategic action focuses for the coming period.
Firstly, the City creates an innovative and creative ecosystem that is people- and business-centered.
Second, strongly promote dual transformation: Green transformation and digital transformation across all urban development and socio-economic activities.
Third, expand international cooperation, attract high-quality and global human resources to Ho Chi Minh City and Vietnam.
Besides these three focuses, the Chairman of the Ho Chi Minh City People's Committee emphasized that the City is ready to take the lead in testing new mechanisms: "Ho Chi Minh City will be ready to be the place to pilot policy mechanisms and even unprecedented ones, as the Prime Minister has just directed."
He affirmed his commitment to building a service-oriented administration, realizing the goal of a government that is accompanies, acts, is transparent and effective. The goal is to perfect an open, safe and friendly investment environment, strengthen the trust of the business community and turn the Government's policies and the Prime Minister's instructions into quick, decisive, creative and effective actions.
According to the head of the Ho Chi Minh City government, the City is opening a new development program, focusing on the pillars: Green growth, digital economy, knowledge economy and creative urban areas. He affirmed the City's determination to go faster, stronger and further, striving to be ahead of the trend to become a place worth living, investing and creating.
The Autumn Economic Forum 2025 takes place from November 24-30, 2025, with a series of key activities over three days from November 25-27, 2025, gathering more than 1,500 domestic and international delegates.
This year's forum has the theme "Green transformation in the digital age", demonstrating Vietnam's strategic vision in combining the two biggest driving forces of the 21st century: Digital transformation and green transformation, towards a smart, sustainable and deeply integrated economy.
