Ho Chi Minh City creates more than 5,900 billion VND in salary reform resources from regular spending savings

At the 10th session of the Ho Chi Minh City People's Council on the morning of December 9, the Ho Chi Minh City People's Committee reported on the results of practicing thrift and fighting waste in 2025.

According to the report, in 2025, the city is estimated to collect about 748,000 billion VND in budget revenue, exceeding the estimate assigned by the Central Government and the Ho Chi Minh City People's Council.

Total local budget expenditure is estimated to be over VND258,000 billion for the whole year of 2025, reaching 132.1% of the central budget estimate, estimated at 89.5% of the budget estimate assigned by the Ho Chi Minh City People's Council and equal to over 147% over the same period.

During the year, the city also saved 10% of regular state budget expenditures, increasing compared to the estimate assigned at the beginning of 2024 by 108.8 billion VND; saving 10% of regular state budget expenditures in the last 7 months of 2025 by 108.2 billion VND.

In particular, in 2025, the City will create a source for salary reform from 10% of regular spending savings with an amount of more than VND 5,930 billion, of which nearly VND 5,870 billion will be retained at the city budget level and more than VND 62 billion at the commune level.

Notably, after the arrangement, Ho Chi Minh City has completed the assignment and detailed allocation according to the capital level assigned by the Prime Minister with a total deployed capital of nearly 151,432 billion VND, including both central and local budgets, reaching 127% of the level assigned by the Prime Minister.

As of November 18, the city has disbursed more than 69,000 billion VND.

For houses and land after arranging working headquarters (for agencies and units), agencies and units develop plans for use in the fields of education , health, culture and public purposes in the locality.

In 2025, the city deployed 16 inspection teams on thrift practice (THTK), anti-waste (CLP) or content related to THTK, CLP. Thereby, 15 teams issued conclusions; discovered 1 unit with violations of THTK, CLP, recovered nearly 7.9 billion VND to the budget (a rate of more than 78%), and transferred 1 case to the investigation agency.
