According to the report, in 2025, the city is estimated to collect approximately 748,000 billion VND in budget revenue, exceeding the targets set by the Central Government and the Ho Chi Minh City People's Council.

Total local budget expenditure for the whole year of 2025 is estimated at over 258,000 billion VND, reaching 132.1% of the central government's allocated budget, approximately 89.5% of the Ho Chi Minh City People's Council's allocated budget, and over 147% compared to the same period last year.
During the year, the city also saved 10% of the increased recurrent expenditure of the state budget compared to the initial budget allocation of 2024, amounting to VND 108.8 billion; and saved 10% of the recurrent expenditure of the state budget in the last 7 months of 2025, amounting to VND 108.2 billion.
Specifically, in 2025, the city will generate funds for salary reform from 10% savings in recurrent expenditures, amounting to over 5,930 billion VND, of which nearly 5,870 billion VND will be retained at the city budget level and over 62 billion VND at the commune level.
Notably, following the restructuring, Ho Chi Minh City has completed the detailed allocation and distribution of capital according to the level assigned by the Prime Minister , with a total implemented capital of nearly 151,432 billion VND, including both central and local budgets, reaching 127% of the level assigned by the Prime Minister.
As of November 18th, the city had disbursed over 69,000 billion VND.
For houses and land that have been allocated as office space (for agencies and units), the agencies and units shall develop plans for their use in the fields of education , health, culture, and public purposes in the locality.
In 2025, the entire city deployed 16 inspection teams to investigate the practice of thrift and anti-waste, or issues related to thrift and anti-waste. As a result, 15 teams issued conclusions; one unit was found to have violated thrift and anti-waste regulations, recovering nearly 7.9 billion VND (over 78%) for the state budget, and one case was referred to the investigative agency.
