Trang Trai Hamlet Water Supply Station, Tan Hoa Commune, Tan Chau District: Needs to be put into operation soon

Trang Trai water supply station, Tan Hoa commune, Tan Chau district was accepted in June 2021 but has not been put into use yet.

Recently, Tay Ninh Newspaper published an article "Tan Hoa Commune, Tan Chau District: The station has been built, but water has not been supplied", reflecting that the Trang Trai Hamlet water supply station, Tan Hoa Commune, Tan Chau District, was completed 2 years ago but is not in operation, while local people have to use water contaminated with alum. People questioned, and the authorities and local government answered: Waiting for someone to operate it (?!).

Subjective errors lead to abandoned water stations

The Trang Trai Hamlet Water Supply Station was approved by the Provincial People's Committee for investment in order to support people in remote areas. This is a correct and humane policy of the Party Committee and the Provincial Government. The station was authorized by the Tan Chau District People's Committee to the District Investment and Construction Project Management Board as the investor, belonging to a small-scale project with a designed capacity of 7m3/hour, the total length of the water supply pipeline is 2,890m.

The project was built in September 2020 and on June 29, 2021, the Tan Chau District Construction Investment Project Management Board conducted a record of acceptance of the project completion to put it into use. There is a rather strange thing that the record of acceptance of the project completion to put it into use but there is no operating unit participating, only the Center for Clean Water and Rural Environmental Sanitation is recorded, but there is no representative of this agency signing the record.

Mr. Huynh Tan Phuc - Director of the Provincial Center for Clean Water and Rural Environmental Sanitation affirmed that since the policy was issued, the construction started and the Trang Trai hamlet water supply station was handed over, this unit was not invited to give comments on any issues. From the beginning, this unit did not know anything, so how could it receive the handover to operate and supply water to serve the people. According to regulations, this is a small-scale water supply project, when completed, the Tan Chau District Investment and Construction Project Management Board advised the District People's Committee to direct the Tan Hoa Commune People's Committee to receive the handover and operate while waiting for the competent professional unit to take over. However, this issue was not implemented.

This is also the reason why for the past 2 years, Trang Trai water supply station has been lying idle, with grass growing all around the campus.

There are still many issues to be resolved.

Mr. Huynh Tan Phuc added that after the People's Committee of Tan Chau district sent a document requesting the Provincial Center for Clean Water and Rural Environmental Sanitation to receive the project, the unit conducted a field survey and has now installed a water supply system for more than 80 households in the central area of the hamlet. The center also advised the Department of Agriculture and Rural Development to consult with the departments and the Provincial People's Committee according to regulations to receive the handover, operate the station, and provide clean water to the people in the coming time.

However, to receive the project, the Center and related parties must conduct an inspection and assessment of the current status of the water supply station because after 2 years of inactivity, deterioration of equipment and machinery is inevitable.

Due to many issues that need to be resolved, it will take time for the people of Trang Trai Hamlet, Tan Hoa Commune, Tan Chau District to use clean water from Trang Trai Hamlet Water Supply Station.
