
Accordingly, the Dak Mil Area Construction Investment Project Management Board (under the Construction Investment Project Management Board No. 3, the unit assigned as the project investor) is completing the resettlement plan and submitting it to competent authorities and local authorities for approval. It is expected that the number of resettled households will decrease due to the administrative boundary adjustment process. Because according to regulations, households that still have houses to live normally in the same commune as the project implementation area after land acquisition will not receive resettlement land.
"Previously, households with land subject to recovery and still having houses in Dak Gan commune would not be resettled. Now, it has been expanded to include Dak R'la and Dak N'Drot communes. Because after July 1, 2025, Dak Gan, Dak R'la and Dak N'Drot communes will be merged into Dak Mil commune," added the leader of the Dak Mil Area Investment and Construction Project Management Board.
In addition, according to the plan approved by the authorities of Dak Nong province (old), the resettlement of households whose land is subject to land acquisition at Dak Gang lake project will be arranged at residential group 6, Dak Mil town, Dak Mil district, Dak Nong province (old), now Duc Lap commune, Lam Dong province. The authorities also organized a lottery for more than 20 households eligible for resettlement in this area in early June 2025.

However, after the reorganization of the local government according to the 2-level model and the merger of the provinces (Dak Nong, Lam Dong, Binh Thuan were merged into Lam Dong province), the investor held a meeting with the People's Committee of Dak Mil commune (where the project was implemented) and the People's Committee of Duc Lap commune (where resettlement was planned for eligible households). As a result, the People's Committee of Duc Lap commune did not agree to arrange resettlement for households in the land belonging to residential group 6 (Duc Lap commune) and proposed the investor and the People's Committee of Dak Mil commune to arrange resettlement for households in Dak Mil commune.
According to the People's Committee of Duc Lap commune, the resettlement land fund in the area is very limited and many projects requiring resettlement land are being implemented in the area. Meanwhile, the public land fund in Dak Mil commune is very large and the investor, the People's Committee of Dak Mil commune, can use this land fund to resettle households. This is also more consistent with the provisions of Article 2, Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government on amending and supplementing a number of articles of the decrees detailing the implementation of the Land Law. Accordingly, the resettlement site must be prioritized at the commune level where the land is recovered; In case there is no more land fund, it will be considered to be arranged at another commune level with equivalent conditions.
According to the leader of Dak Mil Commune People's Committee, the unit has reviewed the public land fund and identified an area about 4km from Dak Gang Lake project that is eligible for resettlement for households. However, completing procedures and building infrastructure will take a long time and will not ensure the progress approved by the Ministry of Agriculture and Environment and Lam Dong Provincial People's Committee. Therefore, Dak Mil Commune People's Committee proposed to continue to resettle households in residential group 6, Duc Lap Commune.

According to the investor of Dak Gang Lake, it is expected that in 2025 the unit must complete the disbursement of 440 billion VND that has been arranged for the project. If the resettlement for households is not carried out according to plan but the location must be adjusted and the procedures must be completed, it will not be on time. There is even a risk of having to stop the project implementation, affecting the progress, disbursement of public investment capital and many other related contents.
Regarding this content, on November 10, 2025, the Office of Lam Dong Provincial People's Committee announced the conclusion of the direction of Mr. Le Trong Yen, Permanent Vice Chairman of Lam Dong Provincial People's Committee. Accordingly, it is requested that the Party Committee of Duc Lap Commune and the Chairman of Duc Lap Commune People's Committee strictly implement the legal regulations on land and related instructions of the People's Committee of Dak Nong Province (old) and Lam Dong Provincial People's Committee to review land funds, arrange resettlement areas for the project in Duc Lap Commune, and report the results to the Provincial People's Committee.

While waiting for the official decision of the authorities, the leader of the Dak Mil Area Construction Investment Project Management Board said that the unit continues to propose resettlement for households whose land is subject to recovery to build Dak Gang Lake in residential group 6, Duc Lap commune.
Also related to the work of clearing the Dak Gang lake, according to Mr. Nguyen Van Cuong, Tan Loi village, Dak Mil commune, a household with 2.2 hectares of land subject to recovery to implement the project, there are still many contents related to inventory, pricing, compensation for site clearance that have not been agreed upon by the parties. Especially the contents related to resettlement support, support for over-density crops and ancillary works, drying yards, barns, etc. The people's wish is that the functional sectors and local authorities soon "finalize" the compensation, resettlement, and site clearance plan so that people can calculate appropriate contents and plans.

According to households whose land is subject to recovery for the Dak Gang reservoir project, the inventory, compensation and site clearance planning for the project has been taking place since 2021 and is causing many disadvantages for households. Because many households have abandoned and not taken care of their crops for several years now and their income has been greatly affected. People hope that the relevant agencies and local authorities will have appropriate support solutions and at the same time speed up the compensation and site clearance progress for this project.
According to the decision approving the Dak Gang Lake investment project, the project is invested in construction with the goal of effectively exploiting Dak Gang stream to serve agricultural production and create a source of domestic water for people in Dak Mil and Cu Jut districts (old Dak Nong province). The project's task is to ensure irrigation water for about 1,860 hectares of crops, including 170 hectares of rice, 350 hectares of crops, 1,340 hectares of industrial crops (coffee, pepper, ...) and create a source of domestic water for about 8,000 people.
