Giving "fishing rods" to help people escape poverty sustainably

(Baohatinh.vn) - Hoanh Son Ward (Ha Tinh) promotes poverty reduction through employment, vocational training and social policies, creating development opportunities and improving people's lives.

In the roadmap to develop the ward towards urban and service development, Hoanh Son determined that sustainable poverty reduction must be based on consistent factors such as: expanding employment opportunities, improving the quality of vocational training and increasing social assistance.

This is an important orientation after the merger of administrative units, requiring the two-level local government system to operate flexibly, effectively, and closely follow the actual needs of the people.

With the motto "giving a fishing rod is better than giving a fish", in 2025 alone, Hoanh Son ward has connected and solved jobs for 456 workers, including more than 100 workers from near-poor households and households in difficult circumstances. This number clearly shows the locality's initiative in putting policies into practice, helping disadvantaged groups have stable jobs, improve income and limit the risk of falling back into poverty.

Thanks to job fairs, recruitment consultation sessions and close connections with businesses in Vung Ang Economic Zone, many disadvantaged workers have found new opportunities.

Mr. Bui Van Thin, a near-poor household in Tan Tien residential area, is one of the typical cases. Having worked as a freelancer with unstable income and an unstable family economy , the ward guided him to complete the application and connected him directly with Hung Nghiep Formosa Ha Tinh Steel Corporation.

Mr. Thin shared: “I applied for jobs in many places before but was not successful. Thanks to the ward’s advice and support in completing my application, I had the opportunity to work at Formosa Ha Tinh. A stable income of 9-10 million VND/month has helped my family ease a lot of difficulties…”.

Similarly, Mr. Mai Van Quyen, a poor household in Tan Thanh Residential Area, now has a stable job at VinFast Ha Tinh Factory. From a seasonal worker, he received professional training, access to a modern working environment and full insurance benefits.

Mr. Quyen confided: “Having a stable job is the biggest change for my family. My children are taken care of, and the future is brighter. This is an opportunity that I didn’t dare think of before…”.

Cases like Mr. Thin and Mr. Quyen have clearly shown that expanding employment opportunities is the most important key for poor and near-poor households to escape poverty sustainably, without depending on short-term support. Along with job creation, Hoanh Son ward focuses on vocational training and skills development.

The ward connects with businesses to open training classes on civil electrical repairs, industrial sewing, etc. organized in a practical way, linked to market needs. After being trained, students can confidently participate in labor at businesses or develop livelihood models at home. Many households after vocational training have boldly borrowed capital to expand livestock farming, small businesses or provide services for Vung Ang Economic Zone, creating additional sustainable income.

In addition, the ward has fully implemented social assistance policies, creating a "safety net" to protect the vulnerable. In 2025, the ward built 5 new houses and repaired 18 houses for poor and near-poor households from the source of temporary and dilapidated houses and socialized sources. Along with that, the ward has mobilized more than 1 billion VND of socialized resources to support households in difficulty; issued health insurance cards to poor households, implemented support for children, the elderly, and people with disabilities; visited and gave gifts during Tet and when facing risks of natural disasters and diseases.

Mr. Nguyen Hong Cuong - Chairman of the Ward People's Committee emphasized: "Sustainable poverty reduction is not only about support but more importantly about creating opportunities. Employment, vocational training, and social assistance are key orientations that the ward will continue to prioritize. We are committed to accompanying all people, especially poor and near-poor households, to have the conditions to rise up with their own internal strength...".

In the coming time, Hoanh Son ward continues to aim to improve the quality of labor, expand job transactions, support livelihoods suitable for each target group and ensure all social security policies reach the right people, with the right needs. With the participation of the entire political system and the determination to not leave anyone behind, Hoanh Son ward is gradually creating sustainable changes, so that every citizen has the opportunity to rise out of poverty and contribute to the common development.
