Of these, over 1.55 million are people who rendered meritorious services to the revolution, and over 4.33 million are beneficiaries of social welfare and social pensions.

Among those who received gifts, 2.36 million received them via bank transfer, accounting for 40.26% (98,940 people received them via social security accounts on VNeID, accounting for 1.68%; 2.27 million people received them via allowance and subsidy accounts, accounting for 38.58%); and over 3.5 million people received them directly in cash, accounting for 59.74%.
The gift-giving was implemented synchronously and promptly in a joyful and enthusiastic atmosphere to welcome the 14th National Congress of the Party and the Lunar New Year of the Horse 2026, aiming to express gratitude and show the profound concern of the Party and State for those who have contributed to the revolution, and to provide timely assistance to social welfare beneficiaries and pensioners. State agencies, especially at the grassroots level, made strenuous efforts, working day and night, during the last days of the year to ensure that gifts were given to beneficiaries on time as stipulated.
However, despite the achievements, the implementation still faces some difficulties and obstacles. The practice of giving gifts through social security accounts on VNeID is a significant step forward; however, because the databases managed by the Ministry of Interior and the Ministry of Health have not yet fully integrated the lists of people with meritorious service to the revolution, social welfare beneficiaries, and social pensioners into the National Population Database, the rate of gift giving through social security accounts on VNeID remains low.
The time available for gift-giving is limited, while the number of recipients is large, and many recipients fall into the same category (one person belonging to two or more categories, identifying recipients as those who perform ancestral worship, those who have contributed to the revolution, etc.). Therefore, a thorough review process is necessary, leading to significant pressure on local officials when compiling lists and organizing gift-giving.
According to Resolution 418/NQ-CP, the recipients of gifts from the Party and State include people who have rendered meritorious services to the revolution as stipulated in the Ordinance on Preferential Treatment for People Who Have Rendered Meritorious Services to the Revolution; social welfare beneficiaries as stipulated in Government Decree No. 20/2021/ND-CP; social retirees as stipulated in Decree No. 176/2025/ND-CP; including orphans, those without guardians, or those in orphanages. The monetary gift amount is 400,000 VND per person.
Based on the Resolution, the Prime Minister issued Decision No. 2814/QD-TTg supplementing the central budget with over 2,513.9 billion VND to 34 provinces and cities to provide gifts to people who have rendered meritorious services to the revolution (over 1.65 million people), social welfare beneficiaries, and social pensioners (over 4.63 million people).
To ensure that the distribution of gifts to eligible recipients is carried out in a coordinated, unified, simple, convenient, timely, and accurate manner, in accordance with regulations, the Ministry of Finance has issued guidelines to localities on accounting for and funding gift distribution, and to regional State Treasuries on the implementation of gifts from the Party and the State. The Ministry of Interior has also issued guidelines to localities on eligible recipients of gifts according to Resolution No. 418/NQ-CP.
