The war has been over for many years, but the consequences and lingering echoes are still very large and fierce in the minds of each generation of Vietnamese people. July 27 is approaching, that is the day that the people of the whole country have set aside to commemorate the heroic martyrs who fought and sacrificed for the country, for independence and freedom. It is the most peaceful time for every Vietnamese person to respectfully bow before the souls of the heroic martyrs who sacrificed and selflessly for the Fatherland; to show gratitude to the wounded soldiers, sick soldiers, families of wounded soldiers, martyrs, and people who have contributed to the revolution.

Throughout the long march of the resistance war for national liberation and with a homeland rich in revolutionary traditions with the slogans "Not a pound of rice is missing, not a soldier is missing", "All for the front line", all for independence and freedom, thousands of children of Thanh Hoa volunteered to go to war, serve in the war, contributing to the glorious victory of the nation. Each land name, each person's name and historical place name bears the footprints of you, the brave children of the heroic homeland of Thanh Hoa . To repay that great favor, to continue and promote the morality of "When drinking water, remember its source" of our ancestors, in recent years, together with the whole country, the Party Committee and the People of our province have wholeheartedly cared for the material and spiritual lives of war invalids, sick soldiers, families of martyrs, Vietnamese Heroic Mothers and people with meritorious services to the revolution.
Thanh Hoa province has 350,377 people with revolutionary contributions, including: 4,634 Vietnamese Heroic Mothers (currently, there are 64 Vietnamese Heroic Mothers still alive); 55,977 martyrs; 860 veteran revolutionaries, 444 pre-uprising cadres, 43,610 war invalids; 15,977 sick soldiers; 15,237 resistance fighters and their children infected with toxic chemicals; 1,169 people with revolutionary contributions; 1,636 resistance fighters imprisoned by the enemy; 210,833 resistance fighters awarded with medals. Currently, Thanh Hoa has 66,823 people with revolutionary contributions and their relatives receiving monthly preferential allowances for people with revolutionary contributions; Over 99.8% of households of people with revolutionary contributions have a standard of living equal to or higher than the average standard of living of the residential community; 100% of Vietnamese Heroic Mothers have been supported and cared for throughout their lives by agencies, departments, branches, units, organizations, and enterprises inside and outside the province.
The Provincial Party Committee, People's Council and People's Committee of Thanh Hoa province have focused on leading and directing sectors and localities to promptly implement legal regulations on preferential policies for people with revolutionary contributions. They have organized conferences to study, research, disseminate and implement the Government 's decrees guiding the Ordinance on Preferential Policies for People with Revolutionary Contributions to key officials of the province.
The Department of Labor, War Invalids and Social Affairs (DOLISA) has coordinated with Thanh Hoa Newspaper, Provincial Radio and Television Station to regularly disseminate, publish news articles and reports on preferential policies for people with revolutionary contributions in many diverse and rich forms; increase broadcasting time, frequency, and columns to post, especially on the occasion of War Invalids and Martyrs Day, and the Lunar New Year every year; coordinate with the Provincial Party Committee's Propaganda Department and the Provincial Vietnam Fatherland Front Committee to regularly disseminate and propagate preferential policies for people with revolutionary contributions to cadres, party members, association members and people of all walks of life in the province. Districts, towns and cities have increased the dissemination and popularization of regulations on preferential policies for people with revolutionary contributions to cadres from villages, hamlets and residential areas in the area, and disseminated on the district-level radio system and the commune-level, hamlet-level radio system.
The payment of preferential allowances and policies for people with revolutionary contributions is ensured to be timely and to the right beneficiaries. The Department of Labor, Invalids and Social Affairs coordinates with the post office to organize monthly payments for 66,823 people with revolutionary contributions and their relatives who are receiving regular preferential allowances with an average monthly budget of more than 150 billion VND. At the same time, it has directed localities to promote the application of the national database in the payment of non-cash allowances for people with revolutionary contributions in accordance with the prescribed regime.
In addition to implementing regular and one-time subsidy regimes, the Department of Labor, Invalids and Social Affairs and localities have effectively implemented the nursing regime for people with meritorious services and relatives of martyrs. From 2022 to present, 81,711 people have received nursing regimes, with a total implementation cost of over 129 billion VND. In addition, the Department of Labor, Invalids and Social Affairs has promptly implemented other regimes, such as: supporting assistive devices and orthopedic devices for 6,862 people, with a total implementation cost of over 12.2 billion VND; implementing preferential education and training regimes for 1,974 children of people with meritorious services, with a total implementation cost of over 14.4 billion VND; implementing martyr worship regimes for 130,644 people, with a total implementation cost of over 144.3 billion VND.
The work of caring for and nurturing people with meritorious services to the revolution and their relatives at the centers for caring and nurturing people with meritorious services in the province has been closely directed by authorities at all levels and sectors. The facilities have been increasingly improved and spacious. The work of caring for and nurturing people with meritorious services to the revolution and their relatives has been ensured to be scientific, dedicated and thoughtful. Currently, Thanh Hoa province has 2 units directly performing the function of caring for, nurturing and nursing people with meritorious services to the revolution and their relatives. Along with physical activities, the organization of visits for people with meritorious services to scenic spots and historical sites inside and outside the province is regularly organized by localities.
The provincial People's Committee has paid attention to directing and implementing investment in new construction, renovation, upgrading and repair of martyrs' graves and cemeteries. Currently, in Thanh Hoa province, there are 741 works honoring martyrs. These works not only demonstrate the nation's morality of remembering the source of water when drinking water, but also contribute to educating the country's glorious revolutionary tradition for today's and future generations.
Along with the good implementation of preferential policies for people with meritorious services to the revolution, the Provincial People's Committee has paid attention to directing localities to implement programs to care for relatives of martyrs, war invalids, sick soldiers, and people with meritorious services in the province, focusing on promoting the movements "When drinking water, remember its source", "Repaying gratitude". Thereby, the work of mobilizing resources to care for and give preferential treatment to people with meritorious services has been widely deployed with many forms and specific, practical actions, contributing to improving and enhancing the material and spiritual life of people with meritorious services to the revolution. From the mobilized funds, Thanh Hoa province has supported the construction and repair of new houses for people with meritorious services who have difficulty in housing; renovating, upgrading, and repairing works honoring martyrs, memorial houses honoring martyrs, and supporting people with meritorious services to the revolution who have difficulties in life and study...
The work of visiting, encouraging and giving gifts to policy beneficiaries and people with revolutionary contributions on holidays and New Year has been promoted and implemented by agencies, units and localities in the province. In particular, during the traditional Lunar New Year and the annual War Invalids and Martyrs Day on July 27, the whole province had over 380,000 people with revolutionary contributions and their relatives receiving gifts from the President and gifts from the province with a total implementation cost of over 100 billion VND (of which the provincial budget allocated about 50 billion VND). The surviving Vietnamese Heroic Mothers have been cared for by agencies and units inside and outside the province, regularly visited and promptly encouraged and comforted when their mothers were sick; Many units, in addition to providing monthly allowances, also support the construction of charity houses and purchase household appliances... These responsible and charitable acts have truly become widespread mass movements, contributing to consolidating and strengthening the great national unity bloc, enhancing patriotism, and arousing and fostering profound humanistic values.
In the coming time, the Department of Labor, Invalids and Social Affairs will continue to promote propaganda, disseminate fully and promptly the policies of the Party and the State for people with meritorious services to the revolution; advise on resolving outstanding cases in the spirit of strict implementation, in accordance with procedures, regulations, subjects, publicity, transparency and objectivity. Strengthen inspection, examination and publicity of regimes and policies from the grassroots level, promptly respond to petitions and recommendations of citizens on policies for people with meritorious services, strictly handle negative cases, lack of responsibility, bureaucracy and corruption in the process of implementing preferential policies for people with meritorious services. Developing the movements of "Repaying gratitude", "When drinking water, remember its source", mobilizing all resources in society, the business community, the people, and the entire political system to take care of people with meritorious services, contributing to supporting war invalids, sick soldiers, families of martyrs, and people with meritorious services to truly feel secure in material terms, happy in spirit, and to accompany the process of socio-economic development of the province.
Paying tribute to those who have contributed to the revolution is not just a one-day task of the year, but a lifelong responsibility of every person, a noble act and the way to express our deepest gratitude.
