Comrade LE NGUYEN HONG - Member of the Provincial Party Committee, Director of the Department of Labor - Invalids and Social Affairs of Quang Tri province answered the interview
- Dear comrade! In recent years, the issue of labor and employment has always been of interest to all levels and sectors from the province to the grassroots. On this occasion, could you please tell us about the key tasks that the provincial Department of Labor, War Invalids and Social Affairs (LD-TB&XH) has focused on directing and implementing to contribute to developing the labor market, improving the quality of labor resources and solving employment for workers?
- Solving employment and training to improve the quality of human resources is an important issue, always of concern to the Party, the State and the whole society. Therefore, in recent times, the Party and the State have had many policies and guidelines to promote the work of solving employment for workers, supporting employers in finding human resources to meet production and business needs.
In particular, in the context of integration and development of the country, along with other markets, the labor market of the whole country in general and Quang Tri in particular is increasingly developing and taking place dynamically, with more practical and urgent demands in the relationship between labor supply and demand.
Resolution of the 17th Quang Tri Provincial Party Congress sets the target of 12,000 new jobs per year in the 2020-2025 period and over 12,500 jobs in the 2025-2030 period.
In order to achieve the targets set by the congress, to contribute to improving the quality of human resources, solving employment for workers and supplying human resources for enterprises in the province, in recent years, along with focusing on socio -economic development, ensuring national defense and security, the issue of labor and employment has always been of concern to all levels and sectors from the province to the grassroots. Under the direction of the Provincial Party Committee, the People's Council, the Provincial People's Committee, the authorities and organizations at all levels in the province have focused on implementing solutions to develop the labor market and improve the quality of labor resources associated with job creation.

In order to promote employment and send Vietnamese workers to work abroad under contracts, creating favorable conditions for enterprises to recruit and use labor, the Department of Labor, Invalids and Social Affairs advised the Provincial Party Committee to issue Action Program No. 63-CTr/TU dated April 14, 2023 on implementing Directive No. 20-CT/TW dated December 12, 2022 of the Central Party Secretariat "on strengthening the Party's leadership in sending Vietnamese workers to work abroad in the new situation".
Advise the Provincial People's Committee to issue Plan No. 57/KH-UBND dated March 16, 2023 on collecting, updating, editing, and synthesizing information on workers in the province for the period 2023-2025; advise the Provincial People's Council to issue Resolution 119/2023/NQHĐND on policies to support people working abroad under contracts and support workers whose contracts have expired and who return to the country to sign labor contracts in Quang Tri province for ethnic minorities; workers from poor and near-poor households; demobilized armed forces; relatives of people with revolutionary contributions in Quang Tri province for the period 2024-2026.
To implement policies to attract and create jobs for workers, the Department of Labor, Invalids and Social Affairs has issued many documents for implementation, while focusing on promoting propaganda and dissemination of employment policies, loans to solve employment problems, coordinating with relevant departments, branches, sectors, the Provincial Social Policy Bank, associations, unions, People's Committees of districts, towns and cities to continue to effectively implement Decree No. 61/2015/ND-CP dated July 9, 2015 of the Government on policies to support job creation and the National Employment Fund, Decree No. 74/2019/ND-CP dated July 9, 2015 of the Government on amending and supplementing a number of articles of Decree No. 61/2015/ND-CP dated July 9, 2015 of the Government on policies to support job creation and the National Employment Fund.
Organized a conference to guide the implementation of labor management associated with the national population database in Quang Tri province in 2023. Accordingly, 3 conferences were held to guide localities in collecting, updating, and editing information on workers in the province. Organized 3 conferences on employment and Vietnamese workers working abroad in Trieu Phong district.
In coordination with the People's Committee of Cam Lo district, Huong Hoa district organized 4 exchange and dialogue programs on employment for youth union members and workers in the two districts, with the participation of nearly 2,000 people.
Pay attention to solving employment for mountainous workers, especially ethnic minorities, in conjunction with three national target programs; expand the market for sending workers to work abroad under contracts, especially in high-income markets that are safe for workers; innovate the selection, training and coaching of workers before sending them to work abroad; protect the legitimate rights and interests of workers when working abroad, and support job creation when workers' contracts expire and they return home to work.
In 2023, the Department of Labor, Invalids and Social Affairs directed the Provincial Employment Service Center to organize 36 job fairs; collect, process and provide labor market information and policies related to the labor and employment sector for 41,600 people and organizations and enterprises; provide advice on employment, vocational training and policies related to labor and employment for 30,950 people; provide and introduce jobs in the province and in the country for 2,566 people; introduce 417 workers to work abroad; organize vocational training, foreign language training, and introduce vocational training for 965 people; organize 3 training courses and foster job search skills, vocational training for more than 130 workers...
As a result, 13,989 workers were employed (116.6% of the plan). Of which: 5,666 workers worked in the province; 5,500 workers worked outside the province; 2,823 workers worked abroad, of which 2,823 workers worked abroad under contract.
Vocational training in the province in recent years has actively contributed to providing trained labor, meeting the requirements of economic and labor restructuring, increasing the rate of trained labor every year; attracting many non-public facilities to participate in vocational training for rural laborers.
Initially, there was a connection between localities, training facilities and businesses in recruiting and training, and solving employment for workers after vocational training. In 2023, 9,047 workers were recruited and trained (100% of the plan). The rate of trained workers by the end of 2023 reached 72.66%.
- Could you tell us, in the coming time, what solutions will the Department of Labor, Invalids and Social Affairs implement to continue contributing to improving the quality of the province's labor force, meeting the requirements of serving the cause of industrialization and modernization of the homeland, the country and the period of integration and development?
- To contribute to improving the quality of labor resources in the coming time, it is necessary to focus on drastically and synchronously implementing the following groups of solutions:
Firstly, strengthen the work of forecasting the demand for occupations that are and will be trends to promptly add to the list, especially high-quality training occupations and new occupations that are suitable for the socio-economic development orientation of the province.
Encourage training linkages between training institutions inside and outside the province to diversify occupations, as well as improve training quality to meet the requirements of investors and businesses. Improve the operational capacity of the Employment Service Center in enhancing labor connections for businesses through improving job transactions; proactively invite reputable, quality and capable businesses operating in various fields to collect and provide information on the labor market for workers in need.
Organize and effectively exploit the labor supply and demand database of the Provincial Employment Service Center; promote cooperation between the Employment Service Center, vocational training institutions and enterprises in training and job placement after training.
Vocational training institutions regularly coordinate with the Employment Service Center to implement vocational training in accordance with the recruitment needs of businesses; be more proactive in approaching businesses that are investing or will invest in the province, grasp labor recruitment information, thereby coordinating with businesses to train and supply labor closely and accurately to the needs of businesses.
Second, focus on mobilizing and improving investment efficiency from national target programs, other programs and projects to invest in facilities and equipment for public vocational education institutions.
Encourage the development of private vocational training institutions and vocational training institutions in enterprises through effective implementation of support and incentive policies for enterprises such as: Decision No. 04/2023/QD-UBND dated February 10, 2023 of the Provincial People's Committee stipulating the list of fields and areas encouraging socialization in Quang Tri province, period 2023 - 2025; Resolution No. 56/2023/NQ-HDND dated July 19, 2023 of the Provincial People's Council promulgating investment support policies in Quang Tri province; Decision No. 2209/QD-UBND dated September 28, 2023 of the Provincial People's Committee on assigning tasks to support small and medium enterprises in 2024.
Third, promote digital transformation, modernize training facilities and equipment, and innovate training programs and methods; quickly access and improve the digital transformation capacity of state management agencies on vocational education and vocational training institutions. Actively apply digital platforms to deploy shared use and support online teaching and learning at all levels in vocational training institutions.
Fourth, develop the team of teachers, vocational trainers and managers in vocational education; develop and improve the quality, periodically organize training, foster professional capacity, pedagogical capacity for vocational teachers and vocational trainers in the province according to regulations; encourage and create favorable conditions for the team of artisans and people with good vocational skills to be trained in pedagogical skills to have the capacity to participate in training at all levels of vocational education.
Fifth, synchronously implement mechanisms, policies and solutions to develop human resources, especially high-quality human resources; pay attention to supporting training and retraining for workers in enterprises, especially workers without degrees; continue to effectively implement Plan No. 3882/KH-UBND dated August 24, 2020 of the Provincial People's Committee on implementing Directive No. 24/CT-TTg dated May 28, 2020 of the Prime Minister on promoting the development of skilled human resources, contributing to improving labor productivity and increasing the province's competitiveness in the new situation; closely link the 3 "houses": State - School - Enterprise in vocational education activities.
In which, the State guides and creates support in terms of mechanisms and policies; schools and enterprises are proactive and active in training linkage, training according to business orders; support internships at businesses; develop a team of teachers who are experts, high-level workers... in production establishments and businesses by supporting training in pedagogical skills and vocational skills to improve the quality and practical skills of workers, meeting the production and business needs of businesses.
According to forecasts, the labor market in Quang Tri province in the coming time will have fluctuations in labor demand, including an increase in the number of workers used in enterprises with projects in energy production, agricultural - forestry - fishery processing, textiles, especially key projects in the province's economic zones. If the completion and operation progress is accelerated, it will attract many local workers, in which the demand for highly skilled and professional workers will increase rapidly.
This is an opportunity for training institutions in the province to strengthen cooperation with enterprises and production establishments in organizing training and development programs for workers, providing the best services for businesses. Therefore, developing the labor market is very necessary for workers in the province, helping workers find suitable jobs, increase income, stabilize their lives, as well as employers recruit workers suitable for job positions to develop businesses, contributing to the socio-economic development of the locality.
