On the afternoon of January 14th, the Department of War Invalids and Martyrs (Ministry of Interior) held a conference to implement its work plan for 2026.

The report presented at the Conference indicated that in 2025, the Department of War Invalids and Martyrs Affairs had streamlined its organizational structure following the merger of the Ministry of Labour, Invalids and Social Affairs and the Ministry of Home Affairs. The development and improvement of institutional frameworks continues to be one of the key tasks that the Department of War Invalids and Martyrs Affairs is implementing in a comprehensive and systematic manner.

Notably, the Department advised on the issuance of Circular No. 05/2025 stipulating the economic and technical norms for DNA testing services to identify martyrs whose identities are still unknown, thereby creating a clear and unified legal framework for the identification of martyrs' remains using modern scientific methods.

In addition, the Department, in coordination with the Legal Affairs Department, advised the Ministry of Interior to submit to the Government important documents on decentralization, delegation, and delineation of authority in the field of internal affairs, such as Decree No. 128/2025/ND-CP, Decree No. 129/2025/ND-CP, and Circular No. 09/2025/TT-BNV.

Among these, approximately 50 tasks directly related to preferential policies for meritorious individuals are proposed for strong decentralization and delegation of authority, contributing to improved effectiveness and efficiency of state management, especially in the context of implementing a two-tiered local government model.

Another notable achievement of the year was advising the Government to issue Decree No. 344/2025/ND-CP adjusting the monthly allowance for youth volunteers who completed their duties during the resistance war.

At the same time, the Department has taken the lead in finalizing the dossier to submit to the Government for promulgation of a decree replacing Decree No. 131/2021/ND-CP, continuing to improve the legal framework on preferential policies for people who have rendered meritorious services to the revolution, ensuring it is consistent with the development requirements of the country.

Providing thorough, timely, and comprehensive care for those who have rendered meritorious service.

The work of caring for war veterans and martyrs continues to be implemented with a high sense of responsibility, ensuring timeliness and targeting the right beneficiaries. The Department has advised the Ministry's leadership, and, authorized by the Prime Minister, submitted to the President for signing decisions on awarding gifts to war veterans and martyrs on the occasion of the Lunar New Year 2025, the 50th anniversary of the liberation of the South and national reunification, the 80th anniversary of the founding of the country, and the 78th anniversary of the War Invalids and Martyrs Day, with a total budget of over 1.8 trillion VND in three phases.

In addition, the Department coordinated visits and encouraged war veterans being cared for and rehabilitated at centers; prepared gifts for delegations of Party and State leaders visiting nearly 1,000 war veterans, relatives of martyrs, and rehabilitation facilities nationwide. The Department also submitted a proposal to the Prime Minister requesting the President to present gifts to war veterans during the Lunar New Year of the Horse 2026, with a total budget of over 502 billion VND.

During major holidays, the Department advised on the issuance of a plan to commemorate the 78th anniversary of the Day of War Invalids and Martyrs, and mobilized the Central Gratitude Fund... At the same time, the Department organized the reception of 12 delegations with 888 representatives of meritorious individuals from various localities to visit the Ministry.

Following the directives of the Central Steering Committee on eliminating temporary and dilapidated housing, the Department of War Invalids and Martyrs Affairs advised the Ministry of Interior to issue a document urging localities to promptly complete housing support for war invalids and martyrs before July 27, 2025. As a result, by August 2025, housing support had been provided to 34,754 households of war invalids and martyrs' relatives nationwide, completing the task 5 months ahead of schedule.

Simultaneously, the Department intensified its inspection and guidance of localities in reviewing, verifying, and implementing policies and regulations for meritorious individuals according to the assigned responsibilities. During the year, the Department assessed dossiers and submitted them to competent authorities for the issuance of 396 new Certificates of Recognition for National Service, reissued 6,374 Certificates of Recognition for National Service; issued extracts from 132 martyr records and searched over 6,900 martyr records.

The management of martyrs' graves and cemeteries, as well as the search, collection, and identification of martyrs' remains, continues to be intensified. The Department has submitted to the Prime Minister a plan for collecting biological samples from relatives of unidentified martyrs, contributing to the gradual modernization and scientificization of the work of showing gratitude and repaying kindness.

Promoting the unique humanitarian aspects of the field related to people with meritorious services.

Delivering a keynote address at the conference, Deputy Minister of Home Affairs Nguyen Thi Ha emphasized that the field of beneficiaries of preferential policies is a unique and highly humane area, profoundly reflecting the responsibility of the Party, the State, and the entire society towards those who have sacrificed and contributed for the independence and freedom of the Fatherland.

The Deputy Minister acknowledged and highly appreciated the efforts of the leadership, officials, civil servants, and employees of the Department of Meritorious Persons in the context of a large workload, high demands, and many sensitive tasks, especially in the context of reorganizing and consolidating the organizational structure. The results achieved in 2025 have contributed to strongly spreading the principle of "drinking water, remembering the source," and strengthening the people's trust in the preferential policies of the Party and the State.

Besides the achievements, the Deputy Minister also frankly pointed out some limitations and difficulties that need to be addressed in the coming time, such as backlogs of files, many cases of martyrs whose information has not been fully identified, and the fact that digital transformation and data standardization have not yet met the requirements.

Emphasizing the tasks for the coming period, Deputy Minister Nguyen Thi Ha requested the Department of War Invalids and Martyrs to seriously implement the conclusions of the General Secretary; continue to review and amend the Ordinance on Preferential Treatment for War Invalids and Martyrs; promote decentralization and delegation of power while strengthening inspection and supervision; and closely coordinate with the Ministry of National Defense and the Ministry of Public Security in the work of searching for and identifying martyrs using DNA.

In addition, it is necessary to accelerate administrative procedure reforms, digital transformation, and improve data quality; meticulously prepare for activities commemorating the 79th and upcoming 80th anniversaries of the Day of War Invalids and Martyrs; and provide the best possible care for the lives of those who have rendered meritorious services, ensuring that all families of those who have rendered meritorious services can celebrate Tet peacefully and fully.
