Implementing the Ho Chi Minh Prize and the State Prize for Science and Technology

Regarding the Ho Chi Minh Prize and the 7th State Prize for Science and Technology, the Ministry of Science and Technology said that the progress of awarding at all levels has been clearly defined. The grassroots council will organize the awarding from December 1, 2025 and complete before December 31, 2025.

On December 1, in Hanoi, the Ministry of Science and Technology held a regular press conference for November 2025 to announce the work of developing projects, legal documents and some outstanding events and activities in the management field of the Ministry in the coming time.

Completing 5 Law Projects to be submitted to the National Assembly at the 10th Session

Speaking at the press conference, Deputy Minister of Science and Technology Bui Hoang Phuong said: Effectively implementing the work of developing projects and legal documents, in November 2025, the Ministry will continue to thoroughly grasp and effectively implement resolutions and conclusions of the Central Committee, the National Assembly, and the Government; deploy key tasks in the spirit of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.

The Ministry has focused on completing the system of documents guiding the implementation of 5 new Laws, passed by the National Assembly at the 9th Session of the 15th National Assembly, including: Law on Science, Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended); Law on Digital Technology Industry. The Ministry also urgently built and completed the dossiers of 5 other draft Laws to report to the Government, submit to the National Assembly for consideration and approval at the 10th Session, including: Law on Digital Transformation; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on amending the Law on Technology Transfer; Law on amending the Law on High Technology and the Law on Artificial Intelligence.

Along with that, the Ministry has submitted to the Government and the Prime Minister important projects and documents, such as: Proposal to develop a Government Decree regulating the organization and operation of the National Technology Innovation Fund; Government Decree regulating concentrated digital technology zones; Government Decree regulating the management of investment in information technology applications using state budget capital; National science, technology and innovation program to develop strategic technology products with priority for immediate implementation in 2025; National AI transformation action program; Project to support and develop digital technology enterprises to reach out globally by 2030, with a vision to 2045; Project to invest in capacity for public research and development organizations in the period 2025-2030...

In order to effectively implement the key tasks of December 2025, the Ministry will focus on completing 5 Law Projects to submit to the National Assembly at the 10th Session. At the same time, submit to the Government important documents, such as: Draft Decree amending and supplementing a number of articles of Decree No. 76/2018/ND-CP dated May 15, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Technology Transfer; Draft Decree on management of Halal product and service quality; Draft Decree on regulations on handling administrative violations in the field of atomic energy; Draft National Digital Transformation Program to 2030, with a vision to 2045.

Along with that, the Ministry will organize events: The 3rd National Forum on Digital Economy and Digital Society; The 7th National Forum on Developing Vietnamese Digital Technology Enterprises in 2025; The Make in Vietnam Digital Technology Product Award in 2025...

The ceremony to award the two Grand Prizes is scheduled to be held on September 2, 2027.

Regarding the Ho Chi Minh Prize and the State Prize for Science and Technology, Mr. Nguyen Van Khai, Deputy Director of the Center for Science and Technology Communication (Ministry of Science and Technology) said: The Ho Chi Minh Prize and the State Prize for Science and Technology are the most noble awards of the Party and State for scientists with exceptionally outstanding scientific and technological works and clusters of works, of very high scientific value, bringing great and long-term effectiveness in social life; making important contributions to the socio-economic development, national defense and security and the science and technology career of the country.

This is an award ceremony held every five years to recognize and honor the most outstanding contributions of Vietnamese scientific intellectuals.

According to the Ministry of Science and Technology, from 1996 to present, the State has organized 6 rounds of consideration and awarding of the Ho Chi Minh Prize and the State Prize for Science and Technology.

Of which, the first phase recorded 33 works and clusters of works awarded the Ho Chi Minh Prize. The second phase had a total of 92 works awarded, including 21 Ho Chi Minh Prizes and 71 State Prizes. The third phase awarded 55 works, including 13 Ho Chi Minh Prizes and 42 State Prizes.

The 4th round awarded 32 works, including 12 Ho Chi Minh Awards and 20 State Awards. The 5th round recognized 16 works, including 9 Ho Chi Minh Awards and 7 State Awards. The most recent round - the 6th round, had 29 works awarded, including 12 Ho Chi Minh Awards and 17 State Awards (not including works and clusters of works in the field of state secrets).

The Party and State have always attached great importance to the development of intellectuals and the honoring of scientific achievements. Resolution No. 57-NQ/TW of the Politburo affirms the pioneering role of scientific and technological intellectuals in the cause of industrialization and modernization of the country. The Law on Science, Technology and Innovation 2025, recently passed by the National Assembly, creates a favorable legal corridor to promote research, transfer and application of scientific and technological results, while encouraging creativity. In that context, recognizing and honoring scientific works has great motivational significance, contributing to encouraging intellectuals to continue to contribute.

Regarding the 7th Award, the Ministry of Science and Technology said that the progress of the awarding process at all levels has been clearly defined. The grassroots council will organize the awarding process from December 1, 2025 and complete it before December 31, 2025. Next, the Ministerial Council will complete the awarding process before April 15, 2026.

Regarding the receipt of State-level award dossiers, the Ministry of Science and Technology will receive them until 5:00 p.m. on May 8, 2026 for regular dossiers and until 5:00 p.m. on May 15, 2026 for confidential dossiers. The selection work of the State-level Council will be deployed from June 2026 and completed in September 2026.

The progress of the awarding process at the State-level specialized council and the State-level council has also been determined. Accordingly, the State-level specialized council will complete the awarding process no later than August 30, 2026. The State-level council will complete the awarding process in September 2026 and is expected to submit the results to the Prime Minister by the end of November 2026.

The Ministry of Science and Technology said that the 7th Ho Chi Minh Prize and State Prize for Science and Technology award ceremony is expected to be held on September 2, 2027 - a special occasion on the occasion of the National Day, to honor the contributions of scientists to the cause of national development.

In preparation for the 7th awarding round, the Ministry of Science and Technology has proactively developed a plan and organized guidance activities, including two workshops (in Ho Chi Minh City and Hanoi) demonstrating the sense of responsibility and interest of agencies and organizations in the two Awards and the 7th awarding round; this is an important basis for the Ministry of Science and Technology to complete the implementation plan in the coming time.
