Building multipolar cities
The preparation of the Khanh Hoa City Master Plan is being carried out based on Resolution No. 09 of the Politburo on the construction and development of Khanh Hoa province until 2030, with a vision to 2045; national-level plans; the North Central and Central Coastal region plans; and the Khanh Hoa and Ninh Thuan provincial plans for the period 2021-2030, with a vision to 2050.

According to the set objectives, the Khánh Hòa urban master plan aims to build a multi-polar, regionally interconnected urban model, in which Nha Trang plays the role of the central core; Cam Ranh and the surrounding area develop in the direction of a tourism and logistics city; Cam Lâm becomes a modern, ecological, world-class airport city; Ninh Hòa and Cà Ná develop industry; Vạn Ninh and Diên Khánh are oriented towards ecological cities, coastal tourism and traditional culture, creating mutually supportive development poles.
One of the key highlights of the plan is the orientation for Khanh Hoa to become an international-level maritime economic , service, and tourism center, linked with a modern port and logistics system. Simultaneously, the province aims to develop high-tech industries, clean energy, and financial and commercial services, creating new growth drivers and improving urban quality. The plan is also identified as an important basis for organizing the efficient allocation of investment resources, prioritizing key projects that meet the criteria of a centrally-governed city, contributing to urban beautification, the development of socio-technical infrastructure, and improving the quality of life for its people.
Recently, at a meeting with departments and agencies regarding the progress of planning projects, Mr. Tran Hoa Nam, Vice Chairman of the Provincial People's Committee, emphasized that the province is simultaneously developing many plans with a large volume of work and a tight timeframe. Therefore, departments, agencies, and localities need to coordinate closely with the consulting unit to accelerate the planning process; noting that provincial plans must be synchronized, consistent, and in line with higher-level and national plans. The Department of Finance should coordinate with departments, agencies, localities, and the consulting unit to clarify the new and different aspects of current urban development compared to the previous district level; specifically identify communes and wards with urban development orientations to concentrate investment resources. In particular, the adjustment of the provincial plan must effectively address the planning issues related to mineral resources and forestry. Comrade Tran Hoa Nam suggested that the Department of Construction coordinate with the Department of Finance and local authorities to review investment ideas from communes and wards to determine development directions for the next phase, in line with the province's overall development orientation. Determine a specific route.
The organization of the Khánh Hòa City Master Plan until 2050, with a vision to 2070, not only has significance in guiding urban spatial development, but also serves as an important legal basis for implementing sub-area plans, detailed plans, urban classification projects, and urban development programs in the coming period.
According to the approved plan, the general urban planning of Khanh Hoa province will be implemented according to a specific roadmap. Accordingly, in the first quarter of 2026, the province will complete the planning task, select a consulting unit, and submit it to the Ministry of Construction for appraisal. It is expected that in the second quarter of 2026, the general planning project dossier will be completed, submitted to the Ministry of Construction for appraisal, and reported to the Prime Minister for consideration and approval. The Provincial People's Committee has assigned the Department of Construction as the permanent agency to preside over and coordinate with relevant departments, localities, and consulting units in the process of organizing the planning task and project. At the same time, the province requires strengthening the process of gathering opinions from the community, experts, and scientists to ensure feasibility, consistency, and alignment with development realities.
Mr. Le Minh Tien, Deputy Director of the Department of Construction, stated that, in addition to advising the Provincial People's Committee on the issuance of the Plan for organizing the preparation of the Khanh Hoa urban master plan until 2050, with a vision to 2070, the department has reported to the Provincial People's Committee requesting approval of the estimated costs for preparing the general urban master plan for Khanh Hoa; and simultaneously advised the Provincial People's Committee to submit a proposal to the Prime Minister and the Ministry of Construction for appraisal of the general urban master plan for Khanh Hoa. As soon as the competent authority approves it, the department will advise the Provincial People's Committee to organize the implementation of the plan, gather opinions and obtain approval from relevant provincial agencies; implement the planning project, submit it to the Ministry of Construction for appraisal, and the Prime Minister for approval, ensuring compliance with the prescribed timeframe and roadmap.
