Deploying many solutions to complete digital transformation goals

Ngoc Son Commune People's Committee coordinated with units to organize a conference to promote digital transformation skills to people.

Based on the district's digital transformation plan, the People's Committee of Ngoc Son commune has invested in modern facilities and equipment; promoted the application of information technology in management, operation, and online administrative procedure settlement. At the same time, a commune digital transformation steering committee was established and 8 "Community Digital Technology Teams" were established. Commune officials and civil servants were assigned to participate in all training courses to improve their information technology skills; information security knowledge; digital technology skills; use of software and shared information systems of the province; use of digital signatures and procedures for sending and receiving electronic documents on the document management and operation system; implementation of electronic procedures for handling administrative procedures on the Public Service Portal system...

The members of the commune digital transformation steering committee have implemented the goals, tasks, and digital transformation solutions to build and develop e-government towards digital government, digital economy, and digital society. The members of the team "go to every alley, knock on every door", directly support and guide people to use smart technology applications, public administrative services; open electronic payment accounts, as well as support people to buy and sell products on e-commerce platforms; support the government to propagate the Party and State's policies and guidelines on digital transformation to the people, contributing to building digital government, developing digital economy, and digital society in the area.

Up to now, the commune's digital government targets have been completed. Of which, 100% of documents and work records are created, processed, and digitally signed in the electronic environment in a public and transparent manner; officials and civil servants perform their duties to ensure quality, on time and on schedule, reducing delays in records of organizations and citizens.

Ms. Bui Thi Nhung, Chairwoman of Ngoc Son Commune People's Committee, said: ''The Party Committee and the commune government have actively applied information technology, developed e-government towards building a digital government. Enterprises, organizations and individuals in the commune have gradually applied digital technology to innovate production and business methods, improve labor productivity, reduce costs, and expand markets; many new business methods, services and professions have emerged, contributing to creating jobs, improving income and people's lives''.

In order to carry out the task of digital transformation, the People's Committee of Ngoc Lac district has issued documents directing and guiding agencies, units, communes and towns to deploy tasks on information technology application and digital transformation in the district. At the same time, propaganda to raise awareness of digital transformation is carried out in conferences, meetings and online conferences from the district to the commune level. Specialized agencies have built a column to propagate digital transformation on the radio system from the district to the commune and town level.

The district directed the People's Committees of communes and towns to coordinate with the District Police, Ngoc Lac - Lang Chanh Telecommunication Center, Viettel Ngoc Lac, Ngoc Lac District Youth Union, Ngoc Lac Bank for Agriculture and Rural Development to organize training courses to guide local people in using digital applications, participating in using online public services, cashless payments... In 2024, the District People's Committee organized 2 training courses on digital transformation, digital skills for leaders of the Party, government, Fatherland Front and district-level organizations, chairmen and vice chairmen of commune-level People's Committees, officials directly involved in digital transformation at the commune level and 213 heads of community digital technology groups in the locality. There were 692 leaders and civil servants of communes and towns participating in learning on the platform chuyendoiso.mobiledu.vn.

Localities in the district also focus on investing in information technology infrastructure, gradually meeting the application of information technology, serving management, direction and operation in the network environment. Up to now, the whole district has 23 online video conferencing points; of which 2 are at the district level; 21 are at the People's Committees of communes and towns, which are promoting efficiency, creating a modern, convenient meeting environment, saving costs, saving time, ensuring quick implementation of meetings, especially in emergency situations such as disease prevention, storms, floods, natural disasters. 100% of documents exchanged between State agencies are carried out in the network environment. The rate of providing online public services at levels 3 and 4 is 100%; online meetings are maintained and upgraded. The rate of electronic documents with digital signatures is over 99.5%; electronic documents have completely replaced paper documents in State agencies in the district. 13/13 OCOP products of the district have traceability stamps, the province's supply and demand connection information page. 100% of organizations and businesses pay taxes electronically...
