The conference was attended by representatives from the leadership of the professional departments of the Ministry of Public Security ; representatives from the leadership of the Hanoi Capital Command; the Board of Directors of the Hanoi City Police; the Command Boards of functional departments under the Hanoi City Police; the Command Boards of the police in 126 communes and wards; and the police stations under the Hanoi City Police.
At the conference, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi City Police, commended the sense of responsibility and proactiveness of the units in developing plans and preparing forces and resources. Lieutenant General Nguyen Thanh Tung emphasized that the overarching requirement in ensuring security and order during the 14th Party Congress is to maintain stability, strictly implement the motto "normal on the outside, tight on the inside"; ensure smooth traffic flow, contributing to building the image of a safe, civilized, and friendly capital city.
The City Police Chief requested that all units, during the implementation of their duties, operate a coordinated set of operational measures, strengthen their ability to closely monitor the situation from early on, remotely, at the grassroots level, and in cyberspace; the Deputy City Police Chiefs will directly supervise according to their assigned areas and fields, promptly handling issues at the grassroots level and preventing the emergence of "hot spots".
Emphasizing that this is a particularly important time for national security, Lieutenant General Nguyen Thanh Tung requested the entire Hanoi Police force to draw on the experience gained from protecting the A80th Anniversary Celebration, an event that has been recognized and praised by leaders at all levels and the people; to flexibly, creatively, and synchronously apply measures, proactively prevent, promptly deter, and strictly handle violators, absolutely not allowing any mistakes to occur. The entire Hanoi Police force must highly uphold the spirit of "proactiveness, discipline, responsibility, and effectiveness," and absolutely not be caught off guard or surprised in any situation.
According to information from the Hanoi City Police, the overall plan for deploying forces to ensure security and order during the 14th National Congress of the Communist Party of Vietnam was developed systematically and scientifically , closely following the directives of the Ministry of Public Security, the City Party Committee, and the People's Committee of Hanoi; ensuring comprehensive coverage of the area, assigning specific and clear tasks to each unit and force; mobilizing the maximum number of officers and soldiers along with vehicles and technical equipment, with the highest goal being to ensure absolute security and safety before, during, and after the Congress. In particular, units focused on ensuring traffic safety and order, preventing and combating all types of crime; managing residency, especially for foreigners; ensuring fire safety; protecting cybersecurity; and resolutely dealing with acts of exploiting technology and artificial intelligence to distort and undermine the Party and State, causing public panic…
Units under the Hanoi City Police are required to implement tasks according to the principle of "clear responsibilities, clear tasks, clear duties, clear timeframes, clear accountability"; ensuring the highest level of security and safety without affecting the normal lives and movements of citizens; strengthening close coordination and cooperation between forces, preventing the emergence of even the smallest complex situations.
