The Civil Aviation Law will be implemented from July 1, 2026.

The government has requested ministries and agencies to clearly define the roadmap and responsibilities, and to promptly issue a system of guiding documents to ensure that the Vietnamese Civil Aviation Law is implemented synchronously from July 1, 2026.

On January 19, 2026, on behalf of the Prime Minister , Deputy Prime Minister Tran Hong Ha signed Decision No. 133/QD-TTg promulgating the Plan for the implementation of the Law on Civil Aviation of Vietnam, aiming to ensure unified leadership and direction of the Government and enhance the responsibility of ministries, sectors, and localities in promptly, synchronously, and effectively bringing the Law into practice.

The Vietnamese Civil Aviation Law No. 130/2025/QH15 was passed by the 15th National Assembly at its 10th session and will officially come into effect on July 1, 2026. The issuance of the implementation plan is considered a crucial step in concretizing the Party's policies, perfecting the legal framework in the aviation sector, thereby creating momentum to promote socio -economic development, strengthen international integration, and ensure national defense and security.

Clearly define the roadmap and assign responsibility to each agency.

According to the Decision, the Government requires ministries, sectors, and localities to clearly define the implementation roadmap, assigning specific responsibilities to the lead agency and coordinating agencies for each task. In the first and second quarters of 2026, the Ministry of Construction will lead and coordinate with relevant agencies to organize conferences to thoroughly disseminate the content of the Law to officials, civil servants, the business community, and the public.

The dissemination of legal information is required to be carried out through various forms, from compiling documents and posting them on electronic portals to promoting the application of information technology and effectively utilizing mass media from the central to local levels, ensuring that the law is widely disseminated and easily accessible.

One of the key tasks of the Plan is to review, develop, and promulgate a system of legal documents detailing and guiding the implementation of the Law. The Government has assigned the Ministry of Construction and the Ministry of Public Security to lead the drafting of important decrees related to aviation authorities; safety management; aircraft operation; flight operations; airport and airfield management; air transport; and aviation security.

The deadline for submitting these decrees to the Government is set for April 2026, to ensure synchronization with the effective date of the Law. Simultaneously, relevant ministries and agencies will issue circulars regulating the program for safety and security in Vietnam's civil aviation.

Ensure resources are available and strengthen inspection and supervision.

Regarding funding, the Government directs the allocation of funds from the state budget according to current decentralization and other legitimate funding sources. Ministries, sectors, and localities are responsible for preparing budget estimates, managing, and using funds in accordance with the provisions of the State Budget Law and the Public Investment Law.

The Deputy Prime Minister assigned the Ministry of Construction to monitor, inspect, and urge the implementation of the Plan. During the implementation process, if any difficulties or obstacles arise, the agencies and localities should promptly report them to the Ministry of Construction for compilation and reporting to the Government and the Prime Minister for consideration and decision.

The issuance of the Plan for the Implementation of the Law on Civil Aviation of Vietnam demonstrates the proactive and urgent preparation of the Government, creating a solid legal framework to meet the requirements of state management and sustainable development of the aviation industry in the new period.
