
People of Phuc Hai village, Trieu Son commune provide land and housing certificates and identity cards to the information collection and data entry team.
In line with Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 of the Ministry of Public Security - Ministry of Agriculture and Environment; Plan No. 197/KH-UBND dated September 12, 2025 of the Provincial People's Committee on implementing the campaign to enrich and clean up the national database on land, on September 24, 2025, Trieu Son Commune People's Committee issued a plan to implement the campaign to enrich and clean up the national database on land in the commune. The campaign will be implemented within 90 days, starting from September 1, 2025 to November 30, 2025, with the task of reviewing and cleaning up the commune's land database that has been built over the years. At the same time, collect, digitize, and create data for the issuance of residential land and housing certificates that have been issued but the database has not been built; Building utilities on the VNeID application for land users and property owners to confirm land information. These steps not only create and complete the land CDSL of Trieu Son commune to ensure "correct - sufficient - clean - alive", but also contribute to synchronizing and unifying the province's land database with the national land database at the Central level.
To implement the campaign on schedule, the propaganda work was directed by Trieu Son commune to be carried out systematically and widely. Right from the beginning, the specialized departments and 47 villages of the locality have promoted propaganda about the campaign to enrich and clean up the land database on the loudspeaker system, residential meetings, and social networks. Mr. Le Dinh Duyen, a civil servant at the Trieu Son Commune Public Service Center, said: “Based on the assigned tasks, the commune public service center proactively increased the propaganda time for the campaign to enrich and clean up the land database in the area. The propaganda content focuses on synchronizing land user information on certificates with the land database, the national population database, and ensuring people's rights when accessing information, creating favorable conditions when using the National Public Service Portal, using the VNelD application. Thanks to that, people in the commune clearly understand the meaning and practical benefits of the campaign in synchronizing and connecting land data with population data.”
In order to facilitate people to declare and complete land records, Trieu Son commune has established 14 information collection and data entry teams. The teams will go to each village to mobilize people, collect information, scan or take photos of records, and enter land data into forms. At the same time, at each information collection and data entry point, specialized staff will be arranged, and the Commune Police will coordinate with the village executive committee to participate in guiding and supporting people to declare land information. The process of collecting information and entering land data of people is strictly implemented by the teams, ensuring regulations on personal information confidentiality and data security. In particular, the information collection and data entry teams also go to the homes of households in difficult circumstances, the elderly, the disabled, war invalids, sick soldiers, the sick... to collect information, take photos, and scan land records.
Phuc Hai village has 235 households, with 921 people. To carry out the campaign to enrich and clean up the national land database in the commune, the village has propagated on the loudspeaker system, the village's zalo group and notified each household. Upon receiving the information, people took the time to go to the cultural house to provide records and land information to the information collection and data entry team. Mr. Nguyen Van Tao in Phuc Hai village said: “Through the loudspeaker system and zalo group of the village, my family got information about the campaign to enrich and clean up the land database in the commune. According to the announcement of the village, on the morning of October 29, I was present at the cultural house to provide the certificate of residential land, housing, and ID card to the information collection and data entry team. I think that digitizing the land database is a necessary task to improve the effectiveness of State management of land, serving the direction and operation of all levels and sectors in a transparent, effective, and responsible manner, and helping people to more easily grasp information about their family's land.”
The entire Trieu Son commune currently has 17,708 residential land plots. Since the beginning of the campaign, the commune has exported a list of 7,058 qualified plots from the previous land database. There are 10,650 plots left that have not been extracted from the database. To achieve the planned goals, from October 26 to November 5, 2025, Trieu Son commune has accelerated the campaign to enrich and clean up the national land database in the area. Accordingly, by November 3, 2025, the commune has completed the reconciliation of an additional 5,700 land plots.
Determining that the province's land database must be completed to ensure "correctness - sufficientness - cleanliness - liveability - unity - shared use" and be suitable for the 2-level local government organization model, Trieu Son commune is making efforts to soon complete the campaign to enrich and clean up land data in the area. Thereby, creating a State management tool for land, associated with reform and settlement of land administrative procedures for people and businesses in the electronic environment.
