Proposing 4 new policies suitable for the development practice of Nghe An province

Presenting the Government's Proposal, Minister of Planning and Investment Nguyen Chi Dung said that the development of a number of specific mechanisms and policies to institutionalize Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, aims to promote all potentials and advantages to develop Nghe An province quickly and sustainably, striving to build Nghe An into a fairly developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; to be the center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture; to have a synchronous and modern infrastructure system, capable of effectively responding and adapting to natural disasters and climate change; to develop Vinh city into the economic and cultural center of the entire North Central region; The material and spiritual life of the people is constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are firmly ensured; the Party organization and political system are clean and strong; the strength of the great national unity bloc and the people's trust in the Party and State are enhanced.

The Minister of Planning and Investment stated that the draft Resolution of the National Assembly stipulates 4 groups of fields with 14 policies, including: state financial and budget management (4 policies); investment management (6 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

In addition to similar policies that have been approved by the National Assembly for application in other localities, the Government proposes four new policies suitable for the province's development practices.

In particular, policy 1 allows Nghe An province when determining the additional balance from the central budget to the local budget, not to include tax revenue from hydropower production facilities, domestic revenue from mineral exploitation activities (excluding value added tax and corporate income tax) in the western region of Nghe An (clause 3, article 3 of the draft Resolution).

This policy aims to help Nghe An province supplement resources to arrange infrastructure investment to compensate for impacts as well as promote socio-economic development in the districts of this area in the context that the province is building development programs and projects for Western Nghe An, a particularly important area in terms of politics, national defense and security to implement according to the orientation in Resolution No. 39-NQ/TW of the Politburo.

Policy 2 allows Nghe An to retain and use the funds for reforestation when converting the forest use purpose to another purpose (Clause 2, Article 5 of the draft Resolution). This policy aims to implement the silvicultural measures of natural regeneration promotion with additional planting or natural regeneration promotion instead of new forest planting as effective measures. The area of reforestation will ensure the natural succession of the forest, as well as the biodiversity values of the forest.

This policy allows Nghe An province to use funds for replacement forestation in cases where land cannot be arranged for replacement forestation, overcoming the limitation of vacant land in the province that does not meet the criteria and conditions for replacement forestation.

Policy 3 allows Nghe An province to allocate an additional 50% of the central budget (NSTW) public investment capital to supplement the target for the locality according to the principles, criteria and norms stipulated in the Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030 (Clause 4, Article 3 of the Draft Resolution). The policy supports Nghe An province to have more resources to implement key socio-economic infrastructure projects of the locality and the Western Nghe An region; gradually achieving the goals set out in Resolution No. 39-NQ/TW of the Politburo.

Policy 4 allows the People's Committee of Nghe An province to have no more than 5 Vice Chairmen (Clause 1, Article 6 of the Draft Resolution). With the characteristics of a locality with a large mountainous area (over 83% of the province's total area), fragmented and rugged terrain, it is necessary to add 1 more Vice Chairman to be in charge of the mountainous area to meet the practical requirements of the work, contributing to strengthening the leadership and direction to develop the socio-economy of Western Nghe An according to the orientation in Resolution No. 39-NQ/TW of the Politburo. The Government requests the National Assembly Party Delegation to report to the competent authority on this content.

The Minister of Planning and Investment emphasized that these are policies suitable to the practical conditions of Nghe An, aiming to attract and effectively use resources from all economic sectors for development, especially developing the socio-economic infrastructure system and the regions, sectors and economic fields that are still facing many difficulties, contributing to maximizing the potential and strengths, developing Nghe An province comprehensively, with focus and key points.

It is necessary to clearly define the responsibility of competent authorities in land recovery decisions.

Presenting the Verification Report, Chairman of the Finance and Budget Committee Le Quang Manh stated that the Government's submission to the National Assembly for consideration and decision on the draft Resolution is necessary, has political and legal basis and is within its authority.

Regarding similar policies that have been applied in other localities or similar policies but adjusted and supplemented to suit the practical situation in Nghe An, the Finance and Budget Committee basically agrees with the policies submitted by the Government.

Regarding the policy mechanism for exploiting and developing urban land funds (Clause 1, Article 5), the Finance and Budget Committee basically agrees with the draft policy to overcome some limitations in exploiting the advantages of land rent differences from investment projects to build transport infrastructure, contributing to increasing resources for the State budget; at the same time, creating initiative and flexibility for localities in reclaiming land for exploitation and promoting the efficiency of land use after investing in urban transport routes.

In addition, the Finance and Budget Committee also proposed that it is necessary to clearly define the responsibility of competent authorities in deciding on recovery, ensuring publicity and transparency, and avoiding policy exploitation.

+ Also on May 31, the National Assembly met on the National Marine Spatial Planning for the 2021-2030 period.
