The government proposed many new policies.
Continuing the 7th Session of the 15th National Assembly, on the morning of May 31, the National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung present the Draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
“The development and supplementation of a number of specific mechanisms and policies to institutionalize Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo aims to promote all potentials and advantages to develop Nghe An province quickly and sustainably, striving to achieve the goals set by the Politburo,” the Minister emphasized.

The National Assembly's draft Resolution stipulates 4 groups of fields with a total of 14 policies, including: State financial and budget management (4 policies); Investment management (6 policies); Urban and forest resource management (2 policies); Organization and staffing (2 policies).
Of which, 2 policies have been allowed by the National Assembly to be applied in some localities (on the decision to apply fees and charges and adjust the level/rate of fees and charges; Separating compensation, support, resettlement, and site clearance projects from group B public investment projects in the field of transportation and irrigation into independent projects), 8 similar policies have been allowed by the National Assembly to be applied in other localities but with adjustments and supplements to suit the reality of Nghe An province.
Regarding the remaining 4 policies, Minister Nguyen Chi Dung emphasized that these are new proposed policies that are suitable for the development practice of Nghe An province. Accordingly, Nghe An is allowed to determine the additional balance from the central budget (NSTW) to the local budget (NSĐP) without taking into account tax revenue from hydropower production facilities, domestic revenue from mineral exploitation activities (excluding value added tax and corporate income tax) in the Western Nghe An area to invest in developing economic and social infrastructure in the Western Nghe An area.
Allow Nghe An province to retain and use the funds for reforestation when converting forest use to other purposes collected from projects serving economic, social, defense and security development that do not have the conditions to reforest by themselves. They must pay the money for reforestation to the Provincial Forest Protection and Development Fund to implement silvicultural measures such as enclosing and promoting natural regeneration with additional planting or enclosing and promoting natural regeneration.
Nghe An province is allocated an additional 50% of the targeted additional public investment capital from the central budget for the locality (according to the principles, criteria and norms stipulated in the Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030) to invest in key infrastructure projects in the province and develop socio-economic infrastructure in the western region of Nghe An.
Propose that Nghe An Provincial People's Committee have no more than 5 Vice Chairmen (an increase of one Vice Chairman compared to current regulations).
The Government submitted the draft Resolution to the National Assembly for consideration and approval at the 7th Session according to the simplified procedure, approved at one session and stipulated to take effect from January 1, 2025.
Create new momentum
Presenting the Verification Report on this content, Chairman of the Finance and Budget Committee Le Quang Manh said that the Finance and Budget Committee basically agreed with the viewpoint of building the Resolution; at the same time, it was suggested to pay attention to closely following Resolution No. 39-NQ/TW of the Politburo, policies need to demonstrate the unique characteristics in the economic and cultural development of the Province and have a more breakthrough nature according to the goal of Resolution No. 39-NQ/TW: "Creating a new momentum to develop Nghe An worthy of its role as the center of the North Central region".

Chairman of the Finance and Budget Committee Le Quang Manh also said that the Committee basically agrees with similar policies that have been applied in other localities or similar policies but with adjustments and supplements to suit the practical situation in Nghe An.
In particular, regarding the policy of separating compensation, support, resettlement, and site clearance projects from public investment projects, the majority of opinions in the Committee basically agree with this policy because separation can speed up project implementation progress. In addition, this policy has been applied to Khanh Hoa province, Ho Chi Minh City, and in a number of projects, and has brought about positive results in practice.
Regarding the budget support policy between levels and localities, the majority of opinions in the Committee agreed with the draft Resolution, stating that its application would contribute to increasing resources for Nghe An to carry out socio-economic development tasks and ensure national defense and security for Nam Dan district and the western region of Nghe An. This policy is similar to the policy that the National Assembly has allowed to pilot for application in Thua Thien Hue province (Hue Heritage Conservation Fund).

Regarding the policy allowing Nghe An to determine the additional balance from the central budget to the local budget, the majority of opinions agree. However, there are opinions that the ratio and absolute number should be determined when determining the additional balance.
The majority of opinions in the Committee also agreed and believed that the policy of allowing the allocation of an additional 50% of the targeted additional central budget investment capital for localities would ensure the stability, publicity, transparency and clarity of the policy; creating initiative for Nghe An in balancing and planning the allocation of resources for projects...
Regarding the specific number of deputy positions, the draft Resolution stipulates that the People's Committee of Nghe An province has no more than 5 Vice Chairmen. According to Mr. Le Quang Manh, this is a content related to the policy of streamlining the payroll and reducing deputy positions according to the resolutions of the Central Committee and the Politburo. Therefore, this policy has been reported and approved by the Politburo in Document No. 10036-CV/VPTW dated May 27, 2024 of the Central Party Office.
