Inspiring the entrepreneurial spirit
Based on practical needs, the Project aims to raise awareness, capacity, and inspire entrepreneurship and innovation among women of all social strata; creating conditions for women to actively participate in economic development, contributing to job creation, increased income, and sustainable poverty reduction, especially in rural areas and ethnic minority regions.
Notably, the project goes beyond simply encouraging ideas; it provides ongoing support throughout the entire startup process. From idea generation and business plan development to production model development and market expansion, women receive comprehensive support through training and workshops on management skills, finance, marketing, digital transformation, and access to preferential funding.

According to Mr. Pham Thanh Tuan, a member of the Dak Lak Provincial Startup Advisory Board, women have many advantages in developing business models associated with local products, agriculture , and services. However, many women still face difficulties in management skills, market access, and the application of digital technology. Therefore, systematic and long-term support is essential to ensure sustainability.
According to the Provincial People's Committee, in the period 2026-2030, the province aims to ensure that over 80% of female members receive information and raise awareness about economic development and entrepreneurship policies; and 90% of full-time female officials at all levels receive training in knowledge and skills to support women's entrepreneurship. Simultaneously, it is projected that approximately 14,000 businesses, cooperatives, and business households owned by women will receive legal advice and assistance; 1,400 women will have their business capacity enhanced; and 1,400 units will be supported in accessing preferential capital.
In addition, the Project aims to support 370 women-owned businesses in transforming into enterprises; support 150 women-owned enterprises and cooperatives in restructuring and improving operational efficiency; and strive for the percentage of female directors, business owners, and cooperative owners to reach approximately 30%.

During the period 2031-2035, the objectives will continue to be raised, aiming to build a women-friendly startup ecosystem in the province.
During this phase, 11 provinces will provide legal advice and support to approximately 22,000 businesses, cooperatives, and business households owned by women; enhance the business capacity of 2,000 women; and support 2,000 units in accessing preferential credit sources.
Simultaneously, the program guided approximately 700 household businesses to transform into enterprises; supported 250 businesses and cooperatives owned by women in restructuring; and increased the percentage of female directors, business owners, and cooperative owners to approximately 35%.
To realize its goals, the Project proposes several synchronized solutions such as promoting communication and raising awareness; developing and connecting the startup support ecosystem; building a network of mentors and experts; and strengthening linkages between the State, businesses, and support organizations.
The focus is on supporting women in developing sustainable business models linked to digital transformation, green transformation, and the application of ESG standards; while also supporting brand building, intellectual property protection, trade promotion, and market expansion for OCOP products and local specialties.
The project also prioritizes supporting vulnerable women, women from ethnic minority communities, and women in difficult circumstances to access capital, skills training, and suitable entrepreneurial opportunities.
Notably, the role of the Women's Union at all levels is identified as core in supporting its members. From the grassroots level, the Union proactively identifies needs, guides them towards suitable careers, and develops and replicates effective startup models.

Ms. Le Thi Thanh Huong, Chairwoman of the Women's Union of Tan An Ward, said: "To ensure the sustainable development of women-led economic models, it is necessary to strengthen links with businesses, e-commerce platforms, and credit institutions to support output, expand markets, and access capital. In addition, the formation of cooperatives and associations led by women also contributes to improving production efficiency, creating more jobs, and helping women confidently develop their businesses right in their local area."
According to the Provincial Women's Union, the new aspect of the Project is the shift from individual support to chain support, accompanying women throughout the entire startup process. “We don't just stop at training; we also connect resources, support brand building, product consumption, and help women confidently develop their economic models. In particular, the application of digital technology , selling through social media, e-commerce platforms, livestreaming… is opening up new avenues, helping women access a wider market,” emphasized Nguyen Thi Hong Thai, Vice Chairwoman of the Provincial Committee of the Vietnam Fatherland Front and Chairwoman of the Provincial Women's Union.
In fact, many women-owned economic models in Dak Lak are proving effective, linked to local strengths such as coffee, durian, pepper, honey, and traditional handicrafts.
Comrade Ho Thi Nguyen Thao, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, stated that the implementation of the Project aims not only to create conditions for women's economic development but also to build a friendly and sustainable startup ecosystem for women in the province. Specifically, the province focuses on supporting the improvement of management capacity, the application of digital technology, market connections, and mobilizing resources to support women entrepreneurs.
With a clear roadmap and synchronized solutions, the Project is expected to create a strong shift in the development of women-led economies in Dak Lak. When given opportunities, equipped with knowledge and access to resources, women will not only improve their quality of life but also become an important force contributing to the sustainable development of the locality.
