Immediately after receiving information about the sinking of the tourist boat QN-7105 in Ha Long Bay due to a sudden storm on the afternoon of July 19, Deputy Prime Minister Tran Hong Ha was present that same evening to direct the search and rescue work for the tourists and crew members in distress.
At the meeting at the Quang Ninh Provincial Military Command, the Deputy Prime Minister listened to the forces report on the implementation of search and rescue operations. Reporting to the Deputy Prime Minister, Secretary of the Quang Ninh Provincial Party Committee Vu Dai Thang said that immediately after the incident, the province immediately activated the rescue mechanism with the motto "4 on-site", mobilizing all forces of the army, police, border guards, medical staff, local rescuers, people and available means to approach the scene and immediately organize search and rescue. The Provincial Party Committee and Provincial People's Committee have established a command post at the scene to directly and consistently direct the rescue work.

As of 9:30 p.m., authorities had rescued 10 people and recovered 29 bodies. Along with local forces, the Department of Rescue and Relief (Ministry of National Defense) and the Navy coordinated to deploy additional forces to support the rescue efforts.

Speaking at the scene of the tourist boat sinking in Ha Long Bay, the Deputy Prime Minister said that along with local forces deployed from the beginning, forces from the Central Government, Military Region 3, the Army, and the Police have joined the fight.
The Deputy Prime Minister requested that forces race against time, focus on determining whether there are any survivors; find all missing people; and deploy naval frogmen to support the search for victims on the evening of July 19.

The Deputy Prime Minister requested the Coast Guard, Border Guard, and Traffic Police to urgently expand the search area for the missing people; conduct a final inspection of the ship before implementing the plan to capsize the boat; and clearly assign responsibilities among the forces, avoiding overlap and "stepping on each other's toes".
The Deputy Prime Minister noted that technical equipment must always be ready to ensure absolute safety for rescue forces.
The Deputy Prime Minister requested Quang Ninh Province and Hanoi City to have policies to support the families of the victims and take the most thoughtful care of their funerals. Quang Ninh Province should organize treatment and provide thorough medical care for those rescued; organize accommodation for the victims' relatives; and promptly provide transparent and accurate information to the people and public opinion.
Rescue work is being carried out urgently, with a high sense of responsibility. The highest priority now is to save the survivors, while ensuring the search for the missing as soon as possible, but must ensure absolute safety for the rescue team.
Those who have been rescued are receiving medical care. For those who have died, preparations for identifying the bodies are being made carefully, creating the most favorable conditions for relatives to come and receive their loved ones.
