On the morning of November 28, at the Ministry of Health , the National Health Information Center and the Vietnam Association of Private Healthcare Practitioners officially signed a Memorandum of Understanding on cooperation, marking an important step forward in the process of promoting digital transformation in healthcare, especially in the private sector.
The event opens up opportunities to form a synchronous, modern and effective digital healthcare ecosystem nationwide.

The signing ceremony took place in a solemn atmosphere.
The ceremony was attended by Prof. Dr. Tran Van Thuan - Deputy Minister of Health; Dr. Nguyen Ba Thuy - Former Deputy Minister of Health, Chairman of the Vietnam Private Health Practitioners Association; Prof. Dr. Phan Van Tuong - Vice Chairman of the Vietnam Private Health Practitioners Association; Dr. Duong Huy Luong - Deputy Director of the Department of Medical Examination and Treatment Management; Mr. Do Truong Duy - Director of the National Health Information Center, together with representatives of Departments and Bureaus under the Ministry of Health; leaders of public and private health facilities; medical and technological experts and press agencies.
According to the signed cooperation content, the two sides agreed to focus on four groups of tasks.
Firstly, standardize data and interconnect the private health sector with the national database, ensuring information synchronization for health insurance management, operation and payment.
Second, widely deploy the Ministry of Health's shared digital health platforms, including electronic medical records, health record management platforms, remote medical consultation systems (VTelehealth), clinic management software and pharmacy management software.
Third, technical support, training, guidance on applying data standards and ensuring information security at private medical facilities.
Finally, promote communication on digital transformation in healthcare, raise awareness and encourage technology application at medical facilities across the country.

The Memorandum of Understanding is effective for three years and is expected to become an important legal basis for the two sides to build detailed cooperation programs, contributing to narrowing the digital gap between public and private healthcare, enhancing administrative efficiency and improving the quality of patient care.
Speaking at the signing ceremony, Deputy Minister of Health Tran Van Thuan emphasized that the event is not only a technical or administrative activity but also a strategic step in the process of modernizing the medical sector.
Deputy Minister Tran Van Thuan said that digital transformation is an inevitable requirement in the context of science, technology, innovation and data becoming the pillars of national development, in line with the direction of Resolutions No. 57 and No. 72 of the Politburo on developing smart healthcare, improving governance capacity and taking people as the center.
According to the Deputy Minister, the private health sector plays an important role and is a dynamic component of the Vietnamese health system. Resolution No. 68 of the Politburo also identifies the private economy as an important driving force of the economy. In the health sector, the dynamism, creativity and quick adaptability of the private sector are considered a great advantage in the process of implementing digital transformation. The Deputy Minister affirmed that the Ministry of Health encourages all forms of investment as long as they aim at common quality standards and the goal of serving people's health.
Deputy Minister Tran Van Thuan suggested that the National Health Information Center continue to play a core role in building, operating and perfecting the digital infrastructure of the health sector, ensuring information security and data interconnection. At the same time, the Vietnam Private Health Practitioners Association needs to become a reliable bridge, spreading technological knowledge, supporting private units - especially small and medium-sized establishments - in applying technical standards, contributing to narrowing the digital gap and ensuring that no facility is left behind.

At the signing ceremony, Mr. Do Truong Duy - Director of the National Health Information Center, highly appreciated the role and development potential of the private health sector. He said that the network of private facilities is increasingly contributing to the national health system, reducing the burden on public hospitals, bringing more diverse and quality choices to the people. However, to maximize efficiency, private facilities need to be supported in data standardization, applying shared digital platforms and connecting, sharing information for medical examination and treatment, health insurance payment and professional management.
According to Mr. Duy, the signing of the Memorandum of Understanding is an important milestone paving the way for the widespread deployment of electronic medical records, health record platforms, VTelehealth, clinic and pharmacy management software. The Center will continue to provide technical documents, instructions, training and accompany private facilities in each phase, ensuring smooth and effective deployment.

This Memorandum of Understanding has three core meanings: First is to promote digital transformation in healthcare: Through workshops, training and support for the implementation of electronic medical records, remote medical consultation, clinic and pharmacy management software and other digital healthcare services, ensuring compliance with the general direction of the Ministry of Health;
