On the morning of November 12, 2025, the Tay Ninh Provincial State Legal Aid Center (referred to as the Center) coordinated with the People's Committee of Vinh Chau commune to organize a training conference to improve capacity and knowledge of legal aid in the National Target Program on Sustainable Poverty Reduction in 2025 in Vinh Chau commune.

Mr. Le Minh Hien - Director of the Center presented the basic contents of the legal aid policy (abbreviated as TGPL), the subjects eligible for TGPL and how to access TGPL services. When a legal incident occurs, the subjects eligible for TGPL can request TGPL themselves or through relatives, agencies, competent persons conducting proceedings or other agencies, organizations, and individuals, and can choose the person performing TGPL, which can be a Legal Aid Officer or a Lawyer (who has signed a contract to perform TGPL with the Center) to participate in protecting their own legal rights and interests. At the same time, Mr. Le Minh Hien also disseminated the inheritance regulations according to the provisions of civil law so that officials and people in the area could grasp how to do it legally when they need to leave an inheritance to relatives to avoid the situation where relatives "tear each other apart and fight over property, causing loss of affection", disseminated the provisions of the law on preventing and combating domestic violence when conflicts arise in married life, in case of domestic violence, timely intervention measures are needed such as reporting the act of violence to competent authorities such as the commune police, the commune-level People's Committee and need to apply legal measures such as forcing the act to stop, prohibiting contact, handling administrative violations or criminal proceedings depending on the severity, the law also stipulates material and spiritual support measures such as arranging temporary shelter, supporting essential needs, medical care, psychological counseling, and at the same time providing legal support such as providing necessary legal aid for victims to understand. clear rights and carry out necessary legal procedures.

It is known that Vinh Chau commune is located on the corridor connecting the revolutionary base in Dong Thap Muoi with the Southwest region, the people are simple and gentle. The majority of people still live according to traditional practices, typically the form of playing Hui. During the Conference, many people were very interested and asked questions to the reporter.

Hui is considered a form of property transaction according to custom based on the agreement of a group of people. Organizing a hui is for the purpose of mutual assistance among the people, but there are also many risks if the participants do not understand and do not comply with the provisions of the law. Many people also participate with the hope of having a considerable amount of capital after a period of working and saving, based on that, it is easy for bad people to take advantage of the trust to appropriate the assets of the participating hui members. Therefore, people must be very careful with this type of hui, must grasp the information of the hui members, the date of contribution, the amount of money contributed, must participate in the abandonment of the hui, ...

After the conference, many people stayed to raise their legal problems and were guided by the assistants and experts to answer their questions and provide legal regulations on inheritance, land, and savings and credit associations, etc. so that people could understand clearly.
