The Government Office issued Notice No. 661/TB-VPCP dated December 1, 2025, concluding the conclusion of Prime Minister Pham Minh Chinh on the work of overcoming the consequences of rain and floods in the South Central provinces.
According to the Notice, through synthesizing reports from the Ministry of Agriculture and Environment , reports from localities and actual inspection, it shows that the recent rain and flood in 4 provinces: Khanh Hoa, Lam Dong, Dak Lak, Gia Lai is a historic rain and flood.
The Ministry of Agriculture and Environment, relevant sectors, agencies and localities need to survey, investigate and mark this new historical milestone to store and update the database and have appropriate and fundamental solutions to proactively prevent, avoid and respond to floods at a new historical level.
The Politburo and the Secretariat, headed by General Secretary To Lam, have focused on leadership; the Government and the Prime Minister have proactively directed early, from afar, regularly, continuously, promptly, effectively, closely following the situation; Party committees at all levels, authorities, the entire political system at localities, especially the military and police forces, have made great efforts, together with the people's initiative, contributing to minimizing damage caused by rain and floods, regardless of day or night, early or late, proactively caring for and supporting people to quickly overcome the consequences of floods.
On behalf of the Party and State leaders, General Secretary To Lam, Prime Minister, sent his warm regards and condolences to the families of those who lost their loved ones, and shared the difficulties and hardships with the Party committees, authorities, forces working on natural disaster prevention and control, and the army and people in the areas affected by the recent natural disaster.
Effectively use funding to support housing construction and repair, avoid loss and negativity
To urgently overcome the consequences of floods, quickly stabilize the people's situation, and restore production, the Prime Minister requests ministries, branches, party committees, authorities at all levels, military forces, police, militia, youth, women, and forces participating in protecting security and order at the grassroots level, according to their functions, tasks, and powers, to proactively support people in disaster-affected areas to quickly overcome the consequences of natural disasters, restore production and business, and stabilize their lives according to the directions of the Politburo, the Secretariat, the Government, and the Prime Minister, especially effectively implementing solutions to overcome the consequences of natural disasters and restore production in Resolution No. 380/NQ-CP dated November 25, 2025 of the Government, focusing on a number of urgent tasks that need to be done immediately.

Localities immediately launched the "Quang Trung Campaign" to help people rebuild houses that were washed away or collapsed and repair houses damaged by recent natural disasters and floods. Repairs to damaged houses must be completed before December 31, 2025; collapsed or washed away houses must be rebuilt and completed before January 31, 2026.
Localities must encourage and promote the spirit of self-reliance and self-improvement of households themselves, proactively arrange local resources, effectively use allocated funds and support from the central government and the Fatherland Front to support the construction and repair of houses for people, ensuring the right purpose, scope, and target, and avoiding loss, corruption, and negativity.
At the same time, continue to mobilize the support of the business community and philanthropists in the spirit of "whoever has something to help, whoever has merit to contribute, whoever has money to help money, whoever has little to help little, whoever has a lot to help a lot, wherever there is a favorable situation, help there; promote "national spirit, compatriotism," the spirit of great national unity, mobilize resources of the state, people, businesses and localities.
Regarding the proposal to continue additional support from the central budget, the Government and the Prime Minister will assign competent agencies to review and balance resources for handling according to regulations.
Before December 5, complete land arrangement for resettlement areas to rebuild houses and relocate people out of dangerous areas.
At the same time, localities held meetings to clearly assign responsibilities to party committees, authorities, military forces, police, militia and self-defense forces, and organizations in the political system to implement the "campaign" to help people have housing, places to worship their ancestors and enjoy the Spring Festival.
Party committees must lead, and the government must participate in state management and implementation according to the provisions of the law; mobilize forces, especially the army and police, to be the core force to support the construction and repair of houses for people under the direction and coordination of local party committees and governments.
Maximize the spirit of the army as a fighting army when there is an enemy, a working army, a laboring army producing, supporting compatriots when there are natural disasters and epidemics; the police forget themselves for the country, serve the people, wherever there is need and difficulty, there are police.

The Ministry of National Defense and the Ministry of Public Security mobilized maximum possible forces to support the people, and localities assisted in arranging accommodation for forces participating in the campaign.
The Ministry of Construction directed the Department of Construction and relevant agencies to urgently research and advise local Party committees and authorities to propose a number of model house designs according to the customs, practices, and cultural traditions of local people so that people can proactively choose a house model that is suitable to the ability to mobilize resources and ensure natural disaster prevention.
The Ministry of Agriculture and Environment guides localities to arrange land for resettlement areas if land must be arranged to rebuild houses, relocate households out of landslides, flood-swept areas, and dangerous areas, to be completed before December 5, 2025.
Before December 10, complete school repairs, support books and school supplies for students
The Minister of Education and Training directed the education sector to focus on cleaning up, sanitizing the environment, repairing classrooms, supporting books and school supplies for students, and providing teaching equipment for schools affected and damaged by the recent floods, to be completed before December 10, 2025.
The Minister of Health directed the health sector and grassroots medical forces to continue to mobilize maximum forces to urgently handle environmental sanitation, promptly prevent the risk of epidemics after floods, and provide medical staff to support medical examination and treatment for people as requested by localities.

Urgently repair essential infrastructure damaged by floods (electricity, water, transportation, irrigation, dykes, dams). Localities must mobilize forces, urgent matters that directly affect the recovery of production, business activities and people's lives must be done immediately, the rest need to have projects to implement in accordance with regulations but in a spirit of urgency.
Urgently restore production and business, especially agricultural production, so that people can be proactive in food and foodstuffs. The Ministry of Agriculture and Environment proactively coordinates with localities to handle support for plant varieties, livestock, aquatic products and guides people to restore agricultural production (focusing on vegetable and rice production; livestock repopulation; aquaculture restoration; agricultural production and market stabilization).
Ministries, branches and localities proactively deploy response work to storm No. 15 and storm-induced floods according to the direction of the Prime Minister in Official Dispatch No. 231/CD-TTg dated November 26, 2025 with the spirit of not being subjective, timely, resolute, most effective, and close to the situation's developments.
