The document stated: Considering the report of the Ministry of Construction on the roadmap for developing a synchronous and modern public transport system; proposing breakthrough mechanisms and policies to attract private investment, support people in using public transport and green transport, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over and coordinate with the Ministries and agencies: Public Security, Justice, Finance, Industry and Trade, Agriculture and Environment, Hanoi People's Committee, Ho Chi Minh City People's Committee and relevant agencies and units, consult more opinions of experts and scientists, refer to the experiences of some advanced countries, on that basis review and complete the Report.

* Green transformation of the economy and green transformation of means of transport in the context of air pollution caused by traffic activities has become urgent, affecting people's health in some urban areas; converting means of transport using fossil fuels to using green energy plays an extremely important role in reducing carbon and methane emissions.
In recent times, the Prime Minister has issued many directives to promote green transportation. In particular, in Notice No. 8/TB-VPCP dated January 8, 2025, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Finance to study policies to encourage state agencies and public service units to switch to green transportation to replace vehicles using fossil fuels; at the same time, in Notice No. 490/TB-VPCP dated September 17, 2025, the Deputy Prime Minister also requested the People's Committee of Hanoi and the People's Committee of Ho Chi Minh City to focus on developing and promulgating a detailed and comprehensive Action Plan with a specific roadmap, reporting to the Prime Minister before approval; early announcement and public disclosure of the roadmap for switching to green transportation, along with specific and feasible support policies for people and businesses to agree and implement.
According to experts, with the current rapid urbanization, especially in big cities like Hanoi and Ho Chi Minh City, developing a public transport-oriented urban model (TOD) is also an important direction to help reduce CO2 emissions. This model limits people from using personal vehicles and encourages the use of public transport.
Experts say that in the green transport development strategy, there are many tasks and solutions that need to be implemented, first of all, it is necessary to complete the legal and institutional framework, build a set of criteria and standards for evaluating the green transport system. Currently, road transport accounts for the largest proportion, much higher than rail and waterway, so it is necessary to strongly restructure the transport market share, towards reducing dependence on road transport to move towards more sustainable development.
According to experts, along with restructuring the transportation market share, there needs to be a plan to convert vehicles and transport infrastructure towards greening, that is, combining the development of green infrastructure with green vehicles, while promoting digital transformation and smart transport applications. Developing green logistics is an inevitable trend, helping businesses improve their competitiveness and contribute to achieving the national emission reduction target...
