Head of the Central Organizing Committee Le Minh Hung: Proactively shift from "correct understanding" to "effective implementation"

Our Party has set the goal of Party building for the 14th National Congress term as: "Strengthening building, rectification, and self-renewal so that our Party truly embodies morality and civilization, elevating and enhancing the effectiveness and efficiency of the Party's leadership, governance, and fighting capacity."

Based on that, the 14th Party Congress unanimously agreed on the main directions, tasks, and solutions for 10 areas of Party building work. At the same time, it particularly emphasized three breakthrough solutions.

Firstly , it is necessary to enhance the capacity for self-renewal and self-improvement to strengthen the effectiveness and efficiency of the Party's leadership and governance; improve the Party's capacity to formulate policies and guidelines; innovate the process of formulating, promulgating, and implementing the Party's policies and guidelines; and promote administrative reform within the Party.

Secondly , effectively implement the new model for the political system's organizational structure to ensure smooth operation and meet the requirements and tasks of national development in the new era. Continue to vigorously reform personnel work to ensure objectivity, democracy, substance, and effectiveness, especially the assessment and evaluation of cadres in accordance with the principle of "in and out," "promotion and demotion"; focus on improving the quality of cadres at all levels, especially strategic-level and grassroots-level cadres.

Thirdly , strengthen discipline and order, promote decentralization, and ensure tight and effective control of power. Pay particular attention to the Party's inspection, supervision, and disciplinary work; resolutely and persistently intensify the fight against corruption, waste, and negative phenomena.

The tasks and solutions for Party building and rectification outlined in the Party's 14th Congress documents have been concretized into specific tasks, responsibilities, timelines, and resources in the Central Committee's Action Program for implementing the Resolution of the 14th Party Congress (point 12, section I), with over 100 specific tasks on Party building and rectification (section XII, Appendix 3 attached).

Following the directives of General Secretary To Lam , each Party committee, each Party organization, each Party member, each agency and unit, especially the head of each organization, must proactively shift from "correct understanding" to "effective implementation"; from "high determination" to "clear results"; and combine "direction and management" with "inspection, supervision, and accountability" in implementing the 10 groups of tasks.

That is, Task Group 1: Strengthening Party building politically; Task Group 2: Building a strong Party ideologically; Task Group 3: Strengthening Party building morally; Task Group 4: Strengthening mass mobilization work, tightening and deepening the close relationship between the Party and the people, relying on the people to build the Party; Task Group 5: Regarding the construction of the organizational structure of the political system; Task Group 6: Strengthening and consolidating grassroots Party organizations and improving the quality of Party members; Task Group 7: Strongly reforming personnel work; Task Group 8: Strengthening Party inspection, supervision, and discipline; Task Group 9: Continuing to vigorously and resolutely fight against, prevent, and repel corruption, waste, and negative phenomena; Task Group 10: Continuing to strongly reform the Party's leadership and governance methods.

In addition, other specific tasks have been outlined in the Action Program. The Politburo proposes that Party committees and organizations at all levels develop specific action programs and plans with a focus on key priorities, implementing them regularly and continuously throughout the term; promptly update and supplement the Action Program and implementation plans of the Party Congress Resolutions at each level, linking them to functions and tasks, and adapting them to the specific circumstances and practical conditions of the locality, agency, or unit, demonstrating determination, innovation, and ensuring feasibility, practicality, and effectiveness. The results of implementing the Action Program will serve as an important basis for reviewing and evaluating the collective performance of Party committees, governments, agencies, units, and their leaders annually and throughout the term. The Action Program is scheduled for completion in the first quarter of 2026.
