Can Tho has long been identified as an important center, a growth pole of the Mekong Delta Dynamic Region. Can Tho is oriented to form service centers for trade, tourism, finance, logistics of regional and world scale... In addition, the city plays the role of a regional and national center for science, technology, innovation in agriculture and agricultural services, and is the nucleus to promote digital transformation and develop digital technology industries in the entire region.
It can be affirmed that the adjustment of the National Master Plan, especially after the process of arranging provincial-level administrative units and changes in strategic orientation, has brought new advantages to Can Tho City compared to the previous plan , such as: expanding the scope and scale of administration, having advantages of maritime economy and international gateway, completing the transport infrastructure framework, enhancing the role of urban growth pole, positioning as a center of multi-industry processing and manufacturing industry...
However, besides the new strategic advantages, the Mekong Delta, where Can Tho City is the growth pole, still faces great challenges regarding the risk of the Mekong Delta falling behind other dynamic regions.
Therefore, to contribute to making Can Tho truly promote its role as a growth pole and achieve the goal of rapid and sustainable development, actively contributing to the overall development of the Mekong Delta, I propose to study, supplement, highlight and clarify in the Resolution on adjusting the National Master Plan the following contents:
Firstly , it is necessary to continue to improve mechanisms and policies , including a mechanism for capital allocation based on results to create strong development momentum for dynamic growth poles such as Can Tho; specific mechanisms and policies to promote the formation of large logistics centers in Can Tho (along with Hai Phong, Da Nang, Ho Chi Minh City); propose specific projects to form key agricultural centers associated with specialized areas; have policies to improve social welfare for all people, prioritizing investment in disadvantaged areas to ensure social security.
Second, it is necessary to focus on creating a breakthrough in transport infrastructure and irrigation as expected by voters. That is: focusing resources on completing the Chau Doc - Can Tho - Soc Trang expressway and connecting axes to major transport hubs, needing to accelerate the construction progress of Tran De Seaport as determined in Resolution No. 13/2022 of the Politburo, ensuring that this port is truly the gateway port of the Mekong Delta; researching and soon determining the investment roadmap for the railway connecting Ho Chi Minh City with Can Tho after 2030, in order to increase the capacity to transport large volumes and reduce logistics costs. In addition, it is necessary to soon invest in building anti-flooding works for Can Tho city, building works to control water sources in estuaries and coastal areas to proactively control salinity, store fresh water, and supplement fresh water, deploying water storage solutions on the river system and canals in the Mekong Delta.
Third, it is necessary to focus on further developing science, technology, and innovation for Can Tho and the Mekong Delta, including early investment in upgrading and developing the Mekong Delta Technology Exchange in Can Tho city to promote technology transfer and commercialization of research results; promoting the application of high technology, focusing on deep processing, building product brands, and widely applying biotechnology, digital technology, and artificial intelligence in production and value chain management; developing smart cities and TOD associated with main traffic routes, and at the same time building Can Tho into a smart city.
I believe that with the new policies of the Party, the attention of the National Assembly and the Government, the adjustments to the National Master Plan, the amendments and supplements to laws at recent National Assembly sessions, Can Tho will certainly become the growth engine of the Mekong Delta. and is an important link connecting Vietnam with the region and the world.
