Primary school affirms that it does not promote 'equalization' as parents say

Parents complained that a primary school in Ha Tinh encouraged voluntary fee collection at the beginning of the school year in a leveling manner, while the principal said he did not give an average fee.

Reflecting to Tuoi Tre newspaper, some parents of Dong Mon Primary School (Tran Phu ward, Ha Tinh ) said that at the beginning of the 2025-2026 school year, the school announced a plan to mobilize social resources to all parents. Accordingly, the average level of sponsorship is 524,000 VND/student.

Parents said they did not object to the socialization of funds for teaching and learning, but the socialization must be voluntary and cannot be based on an average level of contribution. At the same time, the socialized funds must be used effectively to purchase necessary equipment so that students can truly benefit from this source of income.

"While the State completely exempts tuition fees for students in public schools nationwide, reducing the burden on parents, Dong Mon Primary School continues to organize fundraising campaigns in an equalizing manner. Many other schools this school year did not organize social mobilization campaigns" - a parent of Dong Mon Primary School said.

On November 14, Ms. Nguyen Thi Phuong, Principal of Dong Mon Primary School, said that in order to better serve teaching and learning for the 2025-2026 school year, the school conducted a survey and proposed a plan for 6 items that need to be purchased and repaired with a total amount of 380 million VND.

These items include: purchasing 1 new TV; 54 sets of tables and chairs; 3 sets of computers; repairing mobile roofs, renovating, whitewashing, making cabinets for students' bedding; repairing teaching equipment; renovating bathroom ceilings; repairing LED boards, replacing slogan signs and many other items.

According to Ms. Phuong, the above items are very necessary to serve teaching and learning, so after the local government approved the above plan, the school established a mobilization reception committee including the school board, teachers, representatives of parents and representatives of the government. At the same time, teachers were organized to disseminate the mobilization plan to parents on a voluntary basis, without setting a minimum or maximum level of mobilization.

"The school calls for social mobilization based on the voluntary spirit of parents, not compulsory, not equal. With all support from parents, the school will carry out purchases and repairs according to plan and at the end of the year will publicly inform all parents" - Ms. Phuong said.

When asked why the school did not submit a proposal to the State for budget allocation for some items in the procurement plan, Ms. Phuong said that for many years the school has received tens of billions of VND in infrastructure investment from the State. Therefore, the school organized a social mobilization campaign so that people could join hands to contribute, thereby reducing the burden on the State budget.

It is known that Dong Mon Primary School has 742 students. Last year, the school also organized a social mobilization campaign and 97% of parents contributed to support.
