Prosecute 821 cases, 2,081 defendants for corruption crimes in 2025

Presenting the report, Government Inspector General Doan Hong Phong said that through the inspection, many violations were discovered, and recommendations were made to consider and handle 1,872 groups and 6,544 individuals; 236 cases and 140 subjects were transferred to the investigation agency for further consideration and handling. Through the settlement of complaints and denunciations, recommendations were made to handle 376 people; 12 cases and 14 subjects were transferred to the investigation agency for further consideration and handling.

The Government Inspectorate has urgently inspected and issued inspection conclusions on the investment project to build new facilities 2 of Bach Mai Hospital and Viet Duc Hospital under the direction of the General Secretary .

Currently, the Government Inspectorate has issued a plan and deployed the entire Inspectorate to conduct two large-scale inspections nationwide: Inspection of projects with difficulties and problems; inspection of waste prevention and control in the management and use of housing and land facilities of state-owned agencies, organizations and enterprises under the direction of the Steering Committee and the Prime Minister.

The State Audit has recommended handling of finances of VND34,628 billion and more than USD125 million; proposed to cancel, amend, supplement and issue new 180 documents including: 6 decrees, 11 circulars and 163 other documents.

The investigation agencies of the People's Public Security force have investigated 1,363 cases with 3,187 defendants for corruption crimes; concluded investigations and proposed prosecution of 813 cases with 2,044 defendants. The Criminal Investigation Agency - Ministry of National Defense has initiated investigations into 14 cases with 19 defendants; proposed prosecution of 8 cases with 37 defendants.

The People's Procuracy at all levels has accepted and resolved 1,077 cases with 3,060 defendants; has resolved 1,041 cases with 2,931 defendants. The People's Court at all levels has resolved 1,188 cases with 3,061 defendants, of which 975 cases with 2,386 defendants were tried. The total number of cases requiring enforcement of civil judgments on corruption and economic matters is 10,393, of which 7,888 cases are eligible for enforcement and 6,471 cases have been completed.

In addition to the achievements, the institutionalization and overcoming of loopholes, obstacles, inadequacies and overlaps in some areas are still slow and have not met practical requirements in a timely manner; some anti-corruption measures have not been fully implemented. Some cases and incidents have had to be temporarily suspended due to defendants fleeing or the lack of results of foreign judicial assistance; the value of assets to be recovered is still large. Corruption, waste and negativity in some areas are still complicated; harassment and inconvenience to people and businesses have not been thoroughly resolved.

Government Inspector General Doan Hong Phong said that in 2026, a plan will be implemented to deal with redundant public offices and ongoing projects that have to be stopped due to administrative unit rearrangement. At the same time, the focus will be on completing the review, clarifying the causes and proposing policies and solutions for projects that are behind schedule, have long backlogs, are ineffective, and have a risk of loss and waste.

The audit report presented by Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung agreed with the Government's assessment of the corruption situation in 2025 and said that corruption, waste and negativity are still complicated in a number of areas. Corruption continues to occur even in agencies tasked with preventing and combating corruption, waste and negativity; harassment and negativity in the administrative and public service sectors are still widespread.

“This situation shows that there is still lax management and lack of responsibility of many collectives and individuals, especially leaders in state management in some areas. The implementation of anti-corruption measures has not really been effective, many preventive measures are still formal. The work of inspecting and supervising the exercise of power by people with positions and powers has not received due attention. The work of overcoming the situation of cadres, civil servants and public employees avoiding responsibility and being afraid of making mistakes is still slow. Many shortcomings and limitations have been clearly identified for many years but up to now there have been no effective solutions,” said Mr. Hoang Thanh Tung.

The National Assembly's Committee on Law and Justice requested the Government to clearly analyze the extent to which the risks of corruption, waste, and negativity to the survival of the regime have been pushed back so as to correctly forecast the situation; at the same time, summarize, evaluate, fully identify the limitations and causes and propose breakthrough solutions to meet the requirements of the new situation.
