+ Investment policy for the National Target Program on health care, population and development for the period 2026-2035.

Ensuring that everyone has access to primary health care

Previously, on the morning of November 25, Minister of Health Dao Hong Lan briefly presented the Investment Policy proposal for the National Target Program on health care, population and development for the 2026-2035 period.

Minister of Health Dao Hong Lan briefly presented the Investment Policy proposal for the National Target Program on health care, population and development for the 2026 - 2035 period.

The program has a general goal of improving people's physical and mental health, stature, longevity and quality of life; ensuring that all people are managed and provided with quality primary health care; people proactively take care of themselves and improve their health; limit diseases, prevent diseases early, remotely, right at the grassroots level; solve priority population issues, proactively adapt to aging, improve population quality; strengthen care for vulnerable groups, contributing to building a healthy and prosperous Vietnam in the new era.

Accordingly, the program sets out 10 goals, in which the rate of people with electronic health records and life-cycle health management will reach 100% by 2030 and be maintained until 2035. The rate of people with access to at least 1 official mass media channel on primary health care, disease prevention, and health promotion will reach 50% by 2030 and 80% by 2035. The sex ratio at birth will decrease to below 109 boys/100 live births by 2030 and to below 107 boys/100 live births by 2035.

The total capital for the entire period of 2026-2035 is 125,478 billion VND. The implementation period is 10 years, from 2026 to the end of 2035, divided into 2 phases (2026-2030 and 2031-2035).

Comprehensive modernization of the education and training system

Presenting the Report on the Investment Policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period, Minister of Education and Training Nguyen Kim Son said that the overall goal of the Program is to standardize and comprehensively modernize the education and training system, creating a fundamental and strong shift in the quality of education and training. Expanding learning opportunities for all people, ensuring fairness in access to education, the right to lifelong learning; increasingly better meeting the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology, innovation and digital transformation.

Minister of Education and Training Nguyen Kim Son presented the Proposal on investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.

According to the Report, by 2030, the Government will strive to achieve four specific groups of goals, including: Gradually standardizing the preschool and general education system; gradually forming six national centers and 12 regional centers to train highly skilled human resources; gradually investing in standardizing and modernizing technical infrastructure, expanding development space for higher education institutions; improving the quality and capacity of teachers, education managers and learners.

In particular, the Government clearly stated the goal of focusing investment resources towards solidly building 100% of schools and classrooms; completing the construction of a network of boarding schools and public housing for teachers in remote, border and island areas.

The Government also aims to invest in modernizing eight key public universities to be among the top 200 universities in Asia and have at least one public university among the top 100 universities in the world in a number of key fields.

Another important goal of the Program is to gradually make English the second language in the national education system; pilot a school model to develop creativity, critical thinking and international integration; develop talents, start-ups, innovation and comprehensive development of learners.

Total resources mobilized to implement the Program for the 2026-2035 period are about VND 580,133 billion.
