Russian media highly praised the significance and development direction of the 14th Congress.

According to the VNA correspondent in Moscow, on January 28, the international digital library website https://libmonster.net published an article by Vyacheslav Ivanovic Grachev, Head of the Information Department of the Institute of Economics under the Russian Academy of Sciences, reviewing the most important results of the 14th National Congress of the Communist Party of Vietnam , assessing the congress as a strategic turning point for Vietnam's development.

Recalling the closing remarks of General Secretary To Lam at the Congress, “The Congress documents set forth enormous and important tasks; both urgent and strategically significant in the long term; reflecting the unity of will of the entire Party, the entire people, and the entire army; determined to achieve the lofty goals stated in the Political Report,” the author emphasizes that the 14th Congress of the Communist Party of Vietnam has set major goals to transform itself into a developing country with a modern industrial base and high middle income by 2030 and a developed country with high income by 2045; achieving an average Gross Domestic Product (GDP) growth of 10% or more per year during the 2026-2030 period, with GDP per capita reaching approximately US$8,500 per year by 2030.

The Congress identified 12 major orientations, 6 key tasks, and 3 strategic breakthroughs related to institutional structure and law enforcement, human resources, and comprehensive modern infrastructure. The Congress affirmed that new growth models should be considered as guiding principles for sustainable development, including the knowledge economy , the digital economy, the green economy, and the circular economy. The state-owned economy must play a leading role in macroeconomic stability and strategic direction. The private economy is the most important driving force of the economy.

Particularly significant is the strong shift towards a "development-oriented" mindset and the determination to place culture at the center, considering it an intrinsic resource for the country's sustainable growth. When core values ​​– national values, cultural values, and family values ​​– are closely integrated, they form a solid shield against the negative aspects of globalization, while simultaneously fostering national pride and self-reliance.

Throughout the congress documents, the opening and closing speeches of General Secretary To Lam, and the presentations at the congress, a consistent, comprehensive, and important ideological axis was clearly expressed: everything for the people; the people are simultaneously the center, the subject, and the ultimate goal of development.

The author assesses this as a continuation of the "people are the foundation" ideology and a new direction in the understanding and practice of the Party leadership, reflecting thinking in the context of the country entering an era of profound reform, comprehensive integration, and increasingly fierce competition.

Theoretically, the 14th Congress of the Communist Party of Vietnam clearly demonstrated the inheritance, supplementation, and development of theoretical understanding of people's happiness. The Congress reflected the steadfast application and creative development of Ho Chi Minh Thought in the new context of the country.

For the first time, the documents clearly and consistently emphasized the need to “use the happiness and satisfaction of the people as a measure of the effectiveness of Party organizations and the entire political system.” This reflects a significant shift in leadership thinking: the goal is growth, and the ultimate goal of all policies is the comprehensive development of human beings.


Regarding personnel, the 14th National Congress of the Communist Party of Vietnam elected a Central Committee of 200 members, and the new Central Committee unanimously re-elected Comrade To Lam as General Secretary of the Central Committee of the Communist Party of Vietnam for the 14th term. This reflects a high level of unity within the ranks of the Communist Party of Vietnam and ensures the stability and continuity of the Party, meeting the requirements of leadership as Vietnam enters a new stage of development.

Regarding international relations, the author notes that the Political Report highlights the need to develop relations with neighboring countries, major powers, Southeast Asian countries, "traditional friends," and "important partners." According to the author, Russia can be seen as belonging to the group of "traditional friends" and "important partners." On the evening of January 24th, President Vladimir Putin of the Russian Federation telephoned General Secretary To Lam to congratulate him on the success of the 14th Party Congress.
