| Propagating voluntary social insurance policy to freelance workers |
For nearly a month now, the house under construction has been deeply flooded, causing Mr. Nguyen Minh Tuan (Phu Xuan Ward) to temporarily stop working and lose his source of income. His wife also had to skip the market because of the scarcity of green vegetables after the flood. “The income is unstable, so if the rain and wind continue for a long time, the whole family is worried. We have to spend money every day but no money comes in,” Mr. Tuan shared.
Similarly, Ms. Tran Thi Huong (Kim Tra ward) lost more than 5 sao of crops. To catch up with the new crop, she had to borrow money to buy seeds and fertilizers. Difficulties piled up, she sighed.
Such stories are not uncommon in areas heavily affected by natural disasters in October and November 2025. In that context, workers are increasingly aware of the value of a stable, long-term source of income when they retire.
In fact, for people to understand and trust in participating in voluntary social insurance, communication plays a key role. In recent times, Hue City Social Insurance has implemented many solutions, in which small group communication activities are considered the most effective way to reach people, especially freelance workers in remote areas, areas frequently affected by natural disasters.
In the first 6 months of 2025 alone, the city's Social Insurance has coordinated with collection agents to organize 805 small-group communication sessions, directly reaching nearly 10,000 people to introduce and advise on voluntary social insurance and family health insurance (HI) policies. Unlike centralized propaganda conferences, small-group communication sessions take place right in residential groups, markets, villages or at people's homes. This approach helps Social Insurance officers easily grasp the thoughts, circumstances and needs of each subject, thereby providing clearer and more convincing advice.
The media content focuses on practical benefits: voluntary social insurance participants receive State support for their contribution level; a stable pension for life; free health insurance cards; relatives receive death benefits... The information is explained clearly, accompanied by practical examples, gradually changing people's perception: not only people with stable income can participate in social insurance, but anyone can accumulate security for the future.
Thanks to diverse and in-depth communication activities, the number of people participating in voluntary social insurance in Hue City has increased significantly. By June 30, 2025, the whole city had more than 22,500 people participating in voluntary social insurance, reaching 105.36% compared to the same period in 2024. This is an outstanding result in the context of many workers' lives still being difficult after natural disasters.
According to Director of Hue City Social Insurance Nguyen Viet Dung, in parallel with small group communication, the city's Social Insurance also coordinated to organize dozens of conferences to propagate and discuss social insurance and health insurance policies; posted many news, articles and videos on the Electronic Information Portal; coordinated with press agencies to carry out special topics reflecting and reporting related to voluntary social insurance and family health insurance. The collection agent system, especially the post office and organizations, became an "extended arm" to bring information to each household.
In practice, small group communication is not only a channel for providing information, but also creates companionship and closeness between the social insurance industry and the people. In those direct meetings, many workers find solutions to their concerns about old age and the income instability that families like Mr. Tuan and Ms. Huong are experiencing.
