Rules of the “Happy Vietnam 2025” Human Rights Media Award is a Human Rights Media Award in Vietnam organized annually by the Ministry of Culture, Sports and Tourism. This is a popular award for authors, both professional and non-professional, Vietnamese and foreigners, at home or abroad, can participate.

In 2025, the award will be held for the third time, launched nationwide to attract the participation of many authors from all over the country. The purpose of the award is to discover and honor meaningful moments and stories in all aspects of Vietnam's political , economic, cultural and social life through photos and videos submitted by domestic and international authors, to vividly affirm the achievements that Vietnam has achieved in the field of human rights.

Along with that, the Award mobilizes the combined strength of all classes of people in the country, the Vietnamese community abroad and international friends in communication work, promoting the image of the country and Vietnamese people to the world to affirm to the world that Vietnam is a peaceful, beautiful, dynamically developing and happy country.

Entries must be legal, not infringe copyright and current laws. Entries must be highly promotional, meet the criteria of artistic quality, from content to form of expression must not violate Vietnamese customs and laws. Encourage the application of modern information technology and communication to create good communication effects for the public.

Contestants: Vietnamese citizens and foreigners aged 15 and over. Members of the Organizing Committee, Jury, Secretariat, and Communications Committee are not allowed to participate in the contest.

The award consists of 2 categories: Photo and video.

General criteria on content: That is to introduce and promote the image of the country, Vietnamese people, cultural and natural values across the country; arouse national pride and development aspirations in all classes of people to join hands in building Vietnam to become more and more prosperous, wealthy and happy.

Reflecting truthfully and vividly the development achievements in all aspects of Vietnam's political, economic, cultural and social life, especially in the process of innovation, development and international integration. Conveying valuable knowledge, attracting strong public interest and having wide influence at home and abroad; not violating the Party's guidelines and policies, the State's laws and regulations and the award's regulations; in accordance with national customs, traditions and cultural traditions.

Criteria for photo categories: Contest photos must be single photos or photo series in digital format, photo files must be in jpg format. The shortest dimension must be at least 3,000 pixels. Each author can submit an unlimited number of entries (both single photos and photo series). The author's name must be taken from the name on the citizen identification card or passport.

Single photo: Each photo is a work and each photo set is considered a work, including a minimum of 05 photos and a maximum of 10 photos. The Organizing Committee encourages photo sets to have a presentation mockup and an introduction to the content of the photo set (maximum 150 words). Photo works must be created using realistic methods, and photos that are cut, added, removed or distorted from reality are not accepted.

Criteria for the video category: Video entries must be in digital format, video files must be in mp4 format. Video image quality must be at least Full HD or higher. Each video must be no longer than 5 minutes in length. File size must not exceed 500MB. Each author can submit an unlimited number of entries. The name of the author and the representative of the author group must be taken from the name on the citizen identification card or passport. Video entries include the following genres: Reportage, documentary, short video, skit... recorded with any device that supports the filming function. The content and plot are clear, consistent with the message and theme of the Award. The video is an original media product, copyrighted by the author, not copied from any source without permission for copyright of images, sound, dialogue... Characters appearing in the video must have the consent of the character or the guardian of that character.

Creation time: The work must be created from January 1, 2023 to the date of receipt. The work must not have won any awards or been selected for exhibition at regional, national, or international awards organized and coordinated by the Vietnam Association of Photographic Artists. The author is legally responsible for the copyright of the work.

Each contest category (photo and video) has the following prizes and prize values: 1 first prize worth 50,000,000 VND; 2 second prizes: 30,000,000 VND; 3 third prizes: 15,000,000 VND; 10 consolation prizes of 5,000,000 VND...

The Organizing Committee will revoke the award and notify the competent authorities to handle the following cases in accordance with the law: The participating works violate the Press Law, Publishing Law, Copyright Law, Intellectual Property Law, relevant State laws and the Rules of this Award; the participating works are the result of acts of taking advantage of the award to commit illegal acts; the revocation of the award will be publicly announced on the mass media...

This Decision replaces Decision No. 1424/QD-BVHTTDL dated May 19, 2025 of the Ministry of Culture, Sports and Tourism promulgating the Regulations for the Media Award on Human Rights "Happy Vietnam - Happy Vietnam 2025".
