
The above content is stipulated in Decree No. 27/2026/ND-CP, issued on January 19, 2026, on the national database of cadres, civil servants, and public employees.
Electronic personnel files include: electronic resumes and other file components created from data on officials, civil servants, and public employees; reflecting information throughout their entire work history, from election or recruitment to resignation or retirement. Electronic resumes are created simultaneously with the creation of the electronic personnel file, using data from the information of officials, civil servants, and public employees.
Officials, civil servants, and public employees are responsible for regularly declaring and updating the data whenever changes occur and are legally accountable for the truthfulness and accuracy of the declared and updated data.
The agency employing officials, civil servants, and public employees is responsible for updating information arising from management operations into electronic records and synchronizing it with the national database within no more than 3 working days from the date the information arises.
The national database of officials, civil servants, and public employees is a shared database, centrally stored, shared, and accessed nationwide; it is connected and synchronized with other information systems for managing officials, civil servants, and public employees.
The data includes basic information groups on identity; family relationships; personal history; recruitment, elections, appointments, transfers, rotations, terminations, retirement; educational qualifications and training; job position, title, and salary; performance reviews, awards, and disciplinary actions; assets, income, and health.
The decree stipulates that electronic records shall be used to replace paper records in the management of cadres, civil servants, and public employees. In cases where paper records are necessary for operational purposes, the managing agency or unit shall access electronic records from the national database and convert them to paper copies as prescribed; cadres, civil servants, and public employees shall not be required to resubmit records already contained in electronic records, except when necessary as stipulated by law.
Authorized organizations and individuals may only access and view the electronic records of public officials in accordance with the law when the public official gives their consent via electronic message. Public officials have the right to withdraw their consent. In cases where access and viewing of electronic records is permitted, the information must be kept confidential and the personal data of the public official protected.
For personnel files of officials and civil servants classified as state secrets, relevant parties shall implement measures to ensure confidentiality during management, storage, transmission, and use in an electronic environment. The backup and extraction of these files shall be carried out in accordance with the laws on the protection of state secrets and cryptography.
