From September 1, more than 3,300 commune post offices started operating.

From September 1, 2025, 3,321 Commune Post Offices corresponding to each commune and ward according to the new administrative boundaries will come into operation, replacing District Post Offices and Regional Post Offices.

Accompanying the local authorities, from July 1, 2025, more than 8,000 Post Office officers and employees have been mobilized to support receiving documents and returning administrative procedure results at the People's Committees at the commune level after adjusting administrative boundaries.

Identifying the innovation of the organizational model and streamlining the apparatus as an important task, since April 2025, Vietnam Post (VNPost) has issued a plan to innovate the management and production model of provincial and municipal post offices, laying the foundation for the transformation process according to the new local government model and in accordance with the two-level government model after merging administrative units (from 63 to 34 provinces/cities).

On this basis, VNPost continues to build a comprehensive restructuring plan towards streamlining, specialization, and clearly separating the two blocks of operations and business.

According to the roadmap, from September 1, 2025, District Post Offices and Regional Post Offices will officially be transformed, meaning they will no longer operate as an independent intermediate level. Instead, Commune Post Offices will be established corresponding to each commune/ward according to the new administrative boundaries.

Mr. Nguyen Truong Giang, Chairman of the Board of Directors of VNPost said: "Different from previous service points, the Commune Post Office is a unit with an organizational structure, executive personnel being the Commune Post Office Director, a separate financial mechanism and especially implemented according to the model of "Self-governing Commune Post Office" in implementing business activities, customer marketing, and market exploitation in the area under its responsibility".

According to Mr. Giang, the Commune Post Office is an outpost, a "planning office" of the provincial and municipal Post Office in the area, acting as a representative of Vietnam Post at the commune/ward level.

In addition to its role as a business organization, providing postal services, postal finance, public administration, social security payments, supporting rural digital transformation..., the Commune Post Office is also the focal point working directly with local authorities, an important bridge in implementing policies, solving social problems arising at the grassroots level.

It is known that when put into operation, instead of depending entirely on the assigned targets, each Commune Post Office now operates as a miniature independent business unit. The Commune Post Office Director is empowered to recruit seasonal workers, manage finances, organize market exploitation and develop local human resources. The mechanism of revenue, output and profit contracts helps promote autonomy and encourages creativity in the way of doing things.

This flexible model has attracted the attention of young, qualified workers. In many localities such as Thanh Hoa and Thai Nguyen , many young cadres with university degrees, even master's degrees, have chosen to work in their hometowns. From being executors, commune post office cadres have now become organizers and operators of business activities closely linked to the people and local authorities.

A transparent working environment, a clear development roadmap and opportunities to affirm practical abilities are big pluses that make the "Autonomous Commune Post Office" model a valuable career choice, contributing to unlocking young resources for rural areas - where there is always a shortage of high-quality human resources.

Along with the reorganization of the apparatus, the Commune Post Office is oriented to become a multi-functional service center at the commune level - where people can carry out public administrative procedures, make financial payments, send and receive goods, buy and sell essential consumer goods, pay for insurance - electricity - water - telecommunications, and access digital platforms of the government and businesses.

With a network of nearly 13,000 service points covering the whole country, the establishment of commune-level units will help Vietnam Post accelerate the progress of national digital transformation, contributing to narrowing the digital gap between urban and rural areas, realizing the goal of developing a comprehensive and inclusive digital economy and digital society.
