In the Gulf of Tonkin, the northeast wind is likely to strengthen to level 6-7, gusting to level 8-9; waves 2.5-3.5m high, rough seas.
Along with that, due to the influence of strong cold air combined with high-altitude easterly wind disturbances, it is forecasted that from the night of November 15, the area from Quang Tri to Khanh Hoa is likely to experience a large-scale heavy rain, lasting for many days, in which the heavy to very heavy rain is concentrated in the area from Hue city - Da Nang city, the east of Quang Ngai and Gia Lai provinces.
According to the guidance of the Ministry of Agriculture and Environment , to cope with the cold, the Northern and Central regions closely monitor warning bulletins and forecasts on the development of cold air and promptly inform local authorities and people to proactively take appropriate preventive measures.
Localities have implemented plans to cope with the cold, especially strengthening instructions on ensuring the health of people and students in boarding schools, not using coal stoves to heat in closed rooms to avoid human losses. At the same time, propaganda and guidance for livestock households to strengthen barns, cover to keep warm, store food; prevent and control epidemics for livestock and poultry; and guide measures to ensure safety for rice, vegetable and other crop production.
Heavy rain can cause flooding in low-lying areas, urban areas, industrial zones; flash floods on small rivers and streams, and landslides on steep slopes.
Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.
