Vietnamese people are eligible to play casino games at casino projects in Phu Quoc, Ho Tram and Van Don.
The Government has just issued Resolution No. 8/2025/NQ-CP dated November 26, 2025 on allowing qualified Vietnamese people to play casino games at some casino business projects.
Specifically, the Resolution allows eligible Vietnamese people to play casino at the Phu Quoc casino project ( An Giang province) from November 26, 2025.
At the same time, the pilot allows eligible Vietnamese people to play casino at the Ho Tram casino project ( Ho Chi Minh City) within 5 years from November 26, 2025; at the Van Don project (Quang Ninh province) within 5 years from the date of issuance of the Certificate of eligibility for casino business.
Policy on managing Vietnamese people eligible to play casino
The Resolution clearly states that the management of Vietnamese people who are qualified to play in casinos, do business and manage casino business activities at casino projects as prescribed above shall be implemented in accordance with the provisions of Decree No. 03/2017/ND-CP dated January 16, 2017 of the Government on casino business or amendments, supplements and replacements (if any).
At the end of the pilot period, the Ho Tram and Van Don casino projects will stop allowing qualified Vietnamese people to enter the casino until there is a conclusion from the competent authority according to the law on casino business.

Must comply with the provisions of law on casino business
This Resolution comes into force from November 26, 2025.
Enterprises implementing casino projects are responsible for organizing business and managing Vietnamese people who are qualified to play casinos, ensuring strict compliance with legal regulations on casino business.
Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairman of the People's Committee of An Giang province, Chairman of the People's Committee of Quang Ninh province, Chairman of the People's Committee of Ho Chi Minh City and relevant organizations and individuals are responsible for implementing this Resolution.
In 2016, the Politburo allowed Vietnamese people to play casinos in Phu Quoc and Van Don for a pilot period of 3 years. However, at that time, only Phu Quoc Casino was in operation from January 2019. According to Decree No. 03/2017/ND-CP, the pilot period will last until January 2022.
In 2022, the Ministry of Finance proposed to the Government and submitted to the Politburo permission to extend the pilot period by 2 more years at Phu Quoc Casino until the end of 2024.
The Ministry said that due to the COVID-19 pandemic outbreak affecting casino businesses, the pilot period was short and the results were not as expected.
In May 2024, the Politburo concluded that it agreed to extend the pilot period for Vietnamese people to play casinos until the end of 2024 for the project in Phu Quoc.
For the project in Van Don, the pilot period for Vietnamese people to play casino is 3 years from the date the project starts casino business.
In order to soon institutionalize the regulations on extending the pilot period for Vietnamese people to play at Casino Business Locations, the Government issued Decree No. 145/2024/ND-CP dated November 4, 2024 amending Clause 2, Article 12 of Decree No. 03/2017/ND-CP regulating the pilot period allowing Vietnamese people to play at Casino Business Locations as follows:
For the first casino business that is authorized by the competent authority to pilot allowing Vietnamese people to play in the casino, the pilot period will end on December 31, 2024.
For other casino businesses that are permitted by competent authorities to pilot allowing Vietnamese people to play in casinos (if any), the pilot period is 3 years from the date of issuance of the Certificate of eligibility to operate casinos.
Decree No. 145/2024/ND-CP clearly states that after the end of the pilot period specified above, enterprises implementing the pilot will stop allowing Vietnamese people to play in casinos until the Government issues a Decree on terminating or allowing Vietnamese people to play in casinos.
