Associate Professor, Dr. Dao Xuan Co, Director of Bach Mai Hospital, shared a number of solutions to achieve the goal of taking care of people's health as stated in the draft documents submitted to the 14th National Party Congress.

"To achieve this goal, I think we need solutions to invest in preventive medicine and primary health care, considering this a key factor to help people "be healthy right from the community".
In addition, we need to strengthen the prevention and control of non-communicable diseases, care for the health of the elderly, improve the quality of nutrition, physical fitness, and a healthy living environment. Next, we need to improve the quality of primary health care services, ensuring that all people, even in remote areas, have access to quality medical examination and treatment services.
At the same time, promoting digital transformation, applying science and technology in healthcare, moving towards a value-based healthcare model, in which people's health outcomes are the most important measure, aiming at the goal of "health for everyone, leaving no one behind", Associate Professor Dao Xuan Co emphasized.
Autonomy to serve better, not to collect more money
Associate Professor Dao Xuan Co assessed that the policy of public hospital autonomy is a major, correct and inevitable policy to promote initiative and creativity, improve service quality, and reduce the burden on the state budget.
"However, autonomy does not mean loosening management or commercializing public health. At Bach Mai Hospital, we always adhere to the spirit: "Autonomy to serve better, not to collect more", Associate Professor Co emphasized.
According to the Director of Bach Mai Hospital, the spirit of the Draft Document of the 14th Congress clearly emphasizes: "Developing a fair and effective health system, taking serving the people as the highest goal".
Associate Professor Co said that to achieve this goal, it is necessary to focus on three major orientations:
Firstly, perfecting the mechanism and policies on finance, service prices and bidding, creating a clear and transparent legal corridor so that hospitals can be proactive in managing and using legal resources.
Second, the State needs to continue to ensure its leading role in providing public health services, especially for the poor, people in disadvantaged areas and non-profitable health sectors.
Third, promote publicity, transparency and social supervision in autonomous activities, so that all resources are directed towards improving the quality of people's health care.
Periodic health check-up for the whole population: Completely feasible
Assessing the policy of organizing periodic health check-ups for the entire population and enhancing health care for the elderly in the draft documents of the 14th National Congress, Associate Professor Co assessed that this is a very correct, humane and long-term strategic policy, and completely feasible when implementing the three pillars synchronously.
In particular, Associate Professor Co emphasized the need to perfect the universal health insurance policy, ensuring that all people receive basic periodic health check-ups, with the cost partially covered by the health insurance fund. Each person needs to have an electronic health record, updated regularly to continuously manage their health status.

Second, strongly develop the grassroots health care network and the family doctor model, closely linking prevention - treatment - rehabilitation, especially in caring for the elderly in the community. This is a sustainable direction to help reduce the burden on the upper level, while providing regular, continuous and closer health care to the people.
Third, promote communication and health education , raise people's awareness of the benefits of regular check-ups and early detection of diseases.
The Draft Document of the 14th National Congress clearly states the requirement to promote national digital transformation. Regarding this content, Associate Professor Co said that in the health sector, digital transformation must aim to serve patients, improve the quality of medical examination and treatment and hospital management, not just stop at computerizing administrative procedures.
From the practice at Bach Mai Hospital, Associate Professor believes that it is necessary to focus on three major orientations:
Firstly, building a synchronous and interconnected medical data infrastructure between all levels, creating a foundation for managing and monitoring people's health throughout their lives.
Second, focus on training and developing digital human resources in healthcare, not only technology engineers, but also a team of doctors, nurses, and managers capable of mastering new technology, applying artificial intelligence, and analyzing big data in diagnosis and treatment.
Third, perfect the legal framework on management, sharing and security of health data, ensure people's privacy, and encourage public-private partnership models in digital transformation of healthcare.
"At Bach Mai Hospital, we are deploying comprehensive electronic medical records, AI-assisted image diagnosis, and a smart hospital operating system, contributing to concretizing the policy of "digital transformation for healthy people and a developed country" as set out in the 14th National Congress Document," he said.
In the policy of treating and attracting high-quality human resources in the health sector, Associate Professor Co said that the most fundamental solution is to improve salary, income and working conditions so that doctors can make a living from their profession and feel secure in their dedication, especially at the grassroots level and in difficult areas.
Next is to build a healthy academic, research and professional development environment, creating opportunities for doctors to study, create and affirm their professional values.
In addition, it is necessary to innovate the hospital autonomy mechanism associated with social responsibility, allowing units to be more proactive in using legal resources to take care of staff's lives, but still put serving the people first.
