From strategic orientation to specific actions: The Ministry of Industry and Trade realizes the viewpoint of Conclusion 207-KL/TW of the Secretariat through the Project on protecting consumer rights for the period 2026-2030

On November 10, 2025, the Central Party Secretariat issued Conclusion No. 207-KL/TW on continuing to implement Directive No. 30-CT/TW dated January 22, 2019 of the 12th Party Central Committee Secretariat "on strengthening the Party's leadership and the State's management responsibility in protecting consumer rights". This is a clear affirmation that the Party and State always care about, value and place consumer protection in the sustainable development strategy of the socialist-oriented market economy.

Affirming the Party's leadership role and strategic orientation in the new period

After more than 5 years of implementing Directive 30-CT/TW, consumer rights protection has achieved many positive results: the system of legal documents has been completed, the Law on Consumer Rights Protection (amended) was passed by the National Assembly in 2023; propaganda and dissemination of laws have been promoted; awareness of businesses and people has been gradually raised. However, reality also poses many challenges: e-commerce is developing rapidly, cross-border transactions are increasingly common, fraudulent and deceptive acts are more sophisticated; while management capacity and coordination between agencies are still limited.

In that context, Conclusion 207-KL/TW was born to continue to concretize the Party's orientation, create unity in perception and action of the entire political system, and at the same time spread the spirit of consumer protection as a common social responsibility - not only of management agencies, but also of enterprises, social organizations and individual consumers. The key orientations are clearly indicated:

Provide political orientation on building institutional framework, management mechanism and implementation organization suitable for the new period;

Require clear division of responsibilities among ministries, branches and localities;

Emphasize the application of technology, digital transformation, promoting the role of the press and social organizations to spread awareness and strengthen social supervision;

Promote integration, strengthen international cooperation, share information, experience, cooperate and coordinate in handling cross-border consumer disputes; strengthen prevention and combat of high-tech crimes in transactions with consumers;

Innovate propaganda work, diversify methods of policy communication and legal education ;

And in particular, direct the Ministry of Industry and Trade - the agency assigned to be the focal point for state management in this field - to preside over and coordinate with ministries and branches to effectively implement the function of formulating policies, laws, and state management on protecting consumer rights, in which clearly defining the authority and responsibility of agencies, organizations, and individuals regarding the issue of counterfeit goods, fake goods, poor quality products and services, pressing issues, negative impacts on consumers, etc.

Conclusion 207-KL/TW becomes a guideline for awareness and action orientation, establishing the strategic position of consumer protection work in the new situation.

Project on developing consumer protection activities for the period 2026–2030: Realizing the spirit of Conclusion 207-KL/TW with concrete actions

Based on the direction of the Secretariat, in its role as a state management agency in the field of consumer rights protection, the Ministry of Industry and Trade has assigned the National Competition Commission to develop and implement the Project on developing consumer rights protection activities for the period 2026 - 2030 (Project on consumer rights protection) to realize the viewpoint 'from orientation to action', bringing the Party's policy into life with specific tasks, goals and solutions. , Decision 2724/QD-BCT on approving the Project on developing consumer rights protection activities for the period 2026-2030 was issued by the Ministry of Industry and Trade, demonstrating the proactiveness, innovation and political responsibility of the Ministry of Industry and Trade in ensuring the legitimate and legal rights of Vietnamese consumers.

The five core action directions of the BVNTD Project include:

First, perfecting institutions and policies and improving the effectiveness of state management.

Building and perfecting a synchronous, unified system of institutions and legal policies suitable to development practices and international integration;

Specify inter-sectoral coordination mechanisms, clarify the responsibilities and powers of each state management agency, especially between the Ministry of Industry and Trade - the focal agency - and ministries, branches and localities.

Second, develop technology infrastructure, database and promote digital transformation

Build, manage and operate the National Database on Consumer Protection, integrated with the 1800.6838 Call Center System and local electronic complaint and feedback platforms;

Applying artificial intelligence and big data analysis in monitoring, forecasting and warning of risks to consumers.

Third, promote propaganda, dissemination of laws and consumer education.

Deploy synchronously, creatively, multi-platform, focusing on content groups such as: Consumer rights and obligations according to the 2023 Law; Smart, safe, responsible consumption skills; Early warning of fraudulent and commercial acts; Promote green consumption, sustainable consumption and support environmentally friendly products.

Fourth, improve the capacity of enforcement teams and promote the role of social organizations participating in consumer protection.

Provide in-depth training and development for enforcement officers at both central and local levels, especially in skills of receiving and handling feedback, applying information technology and communicating with consumers;

Promote the role of social organizations, especially Consumer Protection Associations, in consulting, mediation, supervision and propaganda.

Fifth, strengthen international cooperation and resource mobilization.

Expand bilateral and multilateral cooperation, participate in regional networks such as ASEAN, APEC, OECD, etc., exchange information and experience, and build coordination mechanisms in handling cross-border disputes - especially in the field of e-commerce.

With a specific roadmap and clear goals, the BVNTD Project not only creates an institutional and technical foundation, but also forms a synchronous operating mechanism, ensuring that consumer protection is implemented substantially, associated with management efficiency and social trust.

Unity of policy and action – from orientation to practical implementation

Conclusion 207-KL/TW reaffirms the consistent viewpoint: “Consumers are the center and driving force for production and business development”. Enterprises are encouraged to improve business ethics, focus on product and service quality, ensure information transparency and consider customer satisfaction as a measure of success.

Conclusion 207-KL/TW of the Secretariat demonstrates a strategic vision - clearly indicating "what needs to be done" in perfecting institutions, promoting leadership roles, accelerating digital transformation and enhancing social responsibility. The BVNTD Project concretizes those orientations with "implementation methods", with a clear system of tasks, targets and projects, with a roadmap and monitoring mechanism.

This is the result of the transformation from policy to action, from leadership thinking to management capacity. This shows that consumer protection has entered a development phase that is both political and highly professional and practical.

Four prominent similarities demonstrate unity in policy and action:

Together we take the consumer as the center:

Both the Conclusion and the Project place consumers at the center of all policies. Consumers are not only protected objects, but also participating subjects, contributing to the formation of transparent and sustainable markets.

Together we identify businesses as partners and the State as the guarantor:

Consumer protection cannot be separated from business development. Conclusion 207-KL/TW affirms the responsibility of businesses in providing transparent and socially responsible goods and services; the BVNTD Project continues with programs to encourage businesses to commit, certify and monitor the implementation of consumer protection obligations.

Together towards a transparent, safe and responsible consumer environment:

The BVNTD project has concretized the viewpoint of building a "clean" consumer environment - where information is public, transactions are safe, complaints are handled quickly, and all fraudulent acts are detected and strictly handled.

Together we promote technology, digital transformation and open data as core tools:

From the requirement to “strengthen the application of technology, artificial intelligence and big data” in Conclusion 207-KL/TW to the goal of “building a national database, connecting the management system and the 1800.6838 switchboard” in the BVNTD Project – we can clearly see the link between political thinking and practical management actions.

Together towards the participation of the whole society:

Conclusion 207-KL/TW requires mobilizing the combined strength of the entire system - from the government, businesses to social organizations, the press and consumers; the BVNTD Project has realized that through coordination programs, communication, training and inter-sectoral and inter-regional cooperation mechanisms.

This is a point that demonstrates a new step forward in state management thinking, when the Party's policies do not stop at orientation, but are concretized into actions, models and specific results in social life.

From orientation to action – the foundation for consumer rights protection in the new situation

The spirit of Conclusion 207-KL/TW has been and is being concretely realized through the Consumer Rights Protection Project for the period 2026-2030. The major orientations in the Conclusion – from perfecting institutions, enhancing technology application, improving enforcement capacity, to promoting green consumption and sustainable consumption – have all been specified in the Consumer Rights Protection Project with clear goals, targets, tasks and projects, with close coordination between ministries, branches and localities.

In the coming time, when the BVNTD Project is implemented synchronously, the work of propaganda, dissemination of laws, policy dialogue, community communication and consumer support will continue to be strengthened. That is the step from awareness to action, from political orientation to real social results, bringing the spirit of Conclusion 207-KL/TW deep into life, spreading to every citizen, every business and every local community.

Conclusion 207-KL/TW of the Secretariat is not only a continuation of Directive 30-CT/TW in 2019, but also a strong affirmation of the Party's determination in building a safe, transparent, responsible and sustainable consumer society.

The spread of the Conclusion is demonstrated not only through media reactions, but also through the way it inspires, motivates and guides actions for the whole society – so that every management agency, every business, every citizen proactively contributes to protecting consumer rights.

That is the foundation for consumer rights protection in the new situation, where consumer rights are protected by law, technology and civilized behavior culture - towards a safe, sustainable and humane Vietnamese consumption. Consumer protection is not only about protecting individual rights, but also about protecting trust, stability and sustainable development of the economy. And from that spreading spirit, Conclusion 207-KL/TW will become an important foundation for Vietnam to go further on the path of building an economy for people, for consumers, and for a sustainable Vietnam.
