In this process, the significance of elections extends beyond the exercise of civic rights; it also lies in the quality of the chosen representatives. Each vote cast today will contribute to shaping the state power organs at all levels for the next term – the bodies that decide laws, policies, budgets, and oversee all operational activities. In other words, the voter's ballot will initiate a chain of decisions that directly affect the effectiveness of national governance for the next five years.
General Secretary To Lam emphasized at the National Conference on the Implementation of the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term: "Each election is an important milestone, closely linked to the revolutionary tasks of the nation, continuing the democratic tradition of the country and affirming the strength of national unity..."
Therefore, from a strategic perspective, the 2026 election is not just a recurring political event, but the starting point for national implementation capacity in a new phase – where the quality of representation will translate into the quality of policies and effective governance serving national development and the people.
The ballot and the quality of representation
In the structure of state power, the Vietnamese National Assembly is the highest representative body of the people and the highest organ of state power; People's Councils at all levels are institutions representing the will and aspirations of local voters. These bodies not only decide on laws, budgets, and public investment policies but also exercise supreme oversight and monitor the enforcement of laws.
In particular, the results of the National Assembly elections also serve as the basis for the National Assembly to elect and approve key leadership positions of the State, including the President and the Prime Minister. According to the 2013 Vietnamese Constitution and the law on the organization of the state apparatus, the Prime Minister must be a member of the National Assembly. This shows that the votes of the electorate not only form the legislative body but also lay the groundwork for the formation of the executive apparatus at the central level.
Similarly, at the local level, the People's Council elects the Chairman and members of the People's Committee. Thus, elections not only determine the state power organs, but also indirectly determine the leadership and management structure at both the central and local levels. The quality of representation will shape the quality of the executive apparatus.
Therefore, the significance of the ballot lies not only in ensuring citizens' rights, but also in the fact that each choice will contribute to shaping the quality of the leadership and management team in the new term.
National representation quality and enforcement capacity
If the quality of representation determines the quality of public decision-making, then the quality of public decision-making directly determines the nation's capacity for implementation.
A legal system built on a foundation of genuine debate and thorough impact assessment will facilitate government implementation. Conversely, unclear and overlapping regulations will increase compliance costs and reduce administrative efficiency.
In the functioning of the state apparatus, the National Assembly not only makes laws but also decides on important national issues and exercises supreme oversight over the government's activities. The quality of this oversight directly affects administrative discipline, the implementation of development programs, and the efficient use of public resources.
In the context of the country implementing the development goals set forth by the Party at the 14th National Congress, the requirement is to enhance implementation capacity at all levels. This capacity not only involves effectively implementing issued decisions, but also the ability to issue the right decisions from the outset.
Many governance bottlenecks in the past have shown that when policies are not designed realistically or lack foresight, implementation will be difficult. Therefore, the quality of representation in parliament is directly significant to the ability to remove institutional barriers and enhance national competitiveness.
The 2026 election is therefore not only about choosing people to participate in state power organs, but also about choosing the foundation for the executive branch and its enforcement capacity for the next five years.
Raising the standards of representation in the context of new developments.
Entering the 2026–2031 term, the demands for development are at a higher level. The digital economy, green transformation, deep integration, and institutional reform require state power agencies to possess policy and oversight capabilities at a new level.
Representatives in this new era must not only reflect the will of the voters but also be able to transform that will into feasible solutions. At the same time, the increasing demands for accountability require representatives to maintain a substantive connection with the people throughout their term.
At the local level, as decentralization and delegation of power are promoted, the role of People's Council representatives becomes even more important. Decisions of the People's Council are directly linked to the quality of public services, the investment environment, and people's lives. Therefore, selecting representatives who understand practical realities and possess effective oversight capabilities will contribute to improving the effectiveness of governance at the grassroots level.
Raising the standards for representatives is therefore an inherent requirement of the development process. As the development environment changes rapidly, selection criteria should also focus on professional competence, political acumen, public service ethics, and a spirit of innovation.
Effective governance begins with the right choices made by voters.
The 2026 election is not just a recurring political event. The votes of the electorate will form the state power organs at all levels, and will also serve as the basis for establishing the Government and People's Committees at all levels for the new term.
The quality of today's choices will translate into the quality of tomorrow's policies and into concrete governance effectiveness in socio-economic life. When each vote is considered responsibly and with expectations for an efficient system, the foundation for national implementation capacity is strengthened.
Ultimately, effective national governance begins with the right choices made by voters today.
