From a pivotal year to a determination to accelerate.

For An Giang, 2025 concluded not only with growth figures but also marked a particularly pivotal year: a year in which the province simultaneously reorganized its administrative apparatus while maintaining socio-economic stability amidst numerous changes.

A pivotal year

2025 is a year of both running and queuing for the province. The biggest challenge lies not only in achieving socio -economic targets but also in maintaining overall stability during the provincial merger process and operating a two-tiered local government model, given the larger geographical area, greater workload, and higher operational demands.

Against this backdrop, An Giang still achieved quite comprehensive results. Out of 26 key socio-economic indicators, 24 met or exceeded the plan. The GRDP growth rate reached 8.39%, the highest in the Mekong Delta region. State budget revenue reached VND 25,188 billion, exceeding the central government's assigned target. Public investment focused on removing bottlenecks, with disbursements meeting or exceeding the plan assigned by the Prime Minister, creating a ripple effect across sectors and fields. “In 2025, the trade, service, and tourism sectors will recover strongly, becoming a bright spot in An Giang's economy. The province will welcome over 24 million tourists, and tourism revenue will continue to improve. This is a highlight of the province,” said Chairman of the Provincial People's Committee Ho Van Mung.

These results were achieved while simultaneously reorganizing the administrative apparatus and implementing development tasks. The risk of disruption in administration, along with the wait-and-see attitude of officials, citizens, and businesses, was a real challenge. The fact that An Giang has maintained a high growth rate, ensured smooth management and administration, and avoided any gaps in serving the people demonstrates the correctness of its governance philosophy. “Stability is not about maintaining the status quo, but about stability for reform, stability to create room for new movements. This foundation has helped An Giang not only stand firm after the merger but also be ready to enter a new phase of development with greater initiative and confidence,” emphasized Comrade Ho Van Mung.

Determined to accelerate

The practical experience of the pivotal year 2025 shows that stability is not a static state but a foundation for creating controlled movement. From that foundation, An Giang enters 2026 with the goal of achieving a GRDP growth rate of 10.71% or higher. In 2026, the province's GRDP at current prices is projected to reach VND 352,035 billion, with total social investment reaching VND 113,500 billion, and the investment-to-GRDP ratio reaching 32.24%. The digital economy is targeted to account for 8% of GRDP, linked to improving the effectiveness of digital government, the digital economy, and the digital society...

According to Comrade Ho Van Mung, the province is steadfast in its approach of using practical effectiveness as a measure. “We are not chasing growth at all costs, but focusing on removing bottlenecks, unlocking resources, and creating substantive movement in each sector. Governance must be decisive to create breakthroughs, but always maintaining discipline and stability,” Comrade Ho Van Mung emphasized.

That mindset spread strongly down to the grassroots level. Nguyen Minh Hung, Secretary of the Tan Chau Ward Party Committee, believes that after the merger, grassroots Party organizations must quickly stabilize their structure, improve leadership capacity, and create consensus among the people. Only when the apparatus is promptly streamlined, operates smoothly, and officials are close to the people and involved in the work, will the resolutions truly be implemented.

According to Bui Thai Hoan, Chairman of the People's Committee of Vinh Xuong commune, the two-tiered local government model has initially proven effective. Work is resolved faster, responsibilities are clearer, allowing the government to focus on serving the people, supporting production, and ensuring social welfare.

Mr. Nguyen Hung Chien, a resident of Tan An commune, expressed his confidence in the province's development direction. "When the government is close to the people, understands the people, and does what the people need, the people are willing to join forces with the locality to develop the province's socio-economic development. In the future direction, the province continues to identify agriculture as the foundation of the economy, which helps the province continue to leverage its advantages and potential in this field," Mr. Chien analyzed.

The determination to accelerate growth is also placed within the province's new development space, with pillars such as marine economy, border economy, logistics, and infrastructure preparation for the APEC 2027 Conference in Phu Quoc; rapid but sustainable growth, harmonizing economic, social, and environmental aspects, is a consistent requirement.
