According to the announcement of the results of the 33rd session (special session) on November 14th, the 14th Provincial People's Council considered many important issues. During the preparation process, the Standing Committee of the Provincial People's Council directed the committees to coordinate closely with relevant agencies to complete the dossiers and conduct thorough verification in accordance with regulations. Based on frank discussions among the delegates, the session unanimously adopted 11 resolutions.

One of these is the resolution promulgating a policy to support milk provision in schools for preschool and primary school students during the period 2025-2030.

The program applies to children aged 6 to 36 months in nurseries, kindergartens, and primary school students who have the consent of their parents or guardians. The policy applies to all educational institutions with these target groups.

The subsidy allowance is 110 ml of milk per child in nursery school and 180 ml per child in kindergarten and primary school.

Milk support is calculated based on the number of school days at the educational institution, but not exceeding 175 days in a school year.

This policy will be in effect until December 31, 2030. Funding will come entirely from the state budget.

This is the first time Quang Ninh province has issued a policy to support milk consumption for children in schools, aiming to improve the quality of care and nutrition, enhance physical fitness and health, reduce malnutrition, and contribute to the development of the province's human resources.

One province halted spending of 150 billion VND on school milk due to the lack of standards . The absence of specific standards to meet bidding regulations prevented Quang Nam province from allocating 150 billion VND to the school milk program.
