The subjects of application are nursery children from 6 months to 36 months old, kindergarten children, primary school students whose parents or guardians agree to participate in the program. The policy applies to all educational institutions with the above groups of subjects.

The support norm is 110 ml of milk for each nursery child and 180 ml for each preschool child and primary school student.

Milk support is calculated based on the actual number of days of study at the educational institution, but not exceeding 175 days in a school year.

This policy is implemented until December 31, 2030. Funding source is 100% from the state budget.

This is the first time Quang Ninh has issued a policy to support drinking milk for children at school, aiming to improve the quality of care and nutrition, improve physical strength and health, reduce malnutrition and contribute to the development of human resources of the province.

A province stopped spending 150 billion on school milk because it could not find standards . The lack of specific standards to meet bidding regulations prevented Quang Nam from spending 150 billion on the school milk program.
