Hanoi Social Insurance has decided that from October 15, 2023, it will stop printing and issuing paper health insurance cards to the Employment Service Center to pay to workers currently receiving unemployment benefits and some other groups of people.

Instead of printing paper cards, the City Social Security will renew cards on the data system managed by the industry.

In order to ensure the rights of social insurance participants, Hanoi City Social Insurance requests relevant parties to inform about the suspension of printing paper insurance cards when employees submit applications for unemployment benefits for information and coordination in implementation.

Workers can still use previously issued paper health insurance cards to go to medical examinations and treatment under health insurance, because the data has been integrated electronically by the city's social insurance agency.

Hanoi Social Insurance also requested that health insurance medical examination and treatment facilities in the area coordinate to guide and receive health insurance cards on the VssID application, VNeID electronic identification application, and chip-embedded citizen identification cards to conduct medical examinations for people and workers, ensuring full rights according to regulations.

In case, health insurance participants come to transact at medical examination and treatment facilities but have not installed or have installed but have not successfully activated the VssID application, the VNeID level 2 electronic identification application (with integrated health insurance card), the chip-embedded citizen identification card has not been synchronized with health insurance participation data, the health insurance participants should directly contact the hotline of the Hanoi Social Insurance agency via phone number 024.37236555 or go to the nearest Social Insurance agency for support.

In response to comments about some elderly people who are used to using paper insurance cards and have difficulty accessing information technology applications, the City Social Insurance said that if requested, paper insurance cards will still be issued.
