
The current focus is on putting the goals and tasks of the Resolution into practice through synchronized action by all levels and sectors. First and foremost, all levels of government need to urgently concretize them with programs and plans suitable to the conditions of each locality; ensuring focused and targeted implementation, avoiding scattered and superficial approaches.
At the same time, due attention must be paid to ensuring resources, especially financial, human, and cultural institutional systems – factors that are decisive for the long-term development of this field.
Along with state resources, promoting socialization and mobilizing the participation of businesses and the entire society is an essential requirement. In the context of developing a market economy and international integration, cultural industries and cultural services are opening up many new opportunities.
With the right mechanisms in place, businesses will not only be beneficiaries of policies but also become direct creators of value, contributing to enhancing the competitiveness of Vietnamese culture.
To achieve such widespread participation, communication plays a particularly important role. The policies and guidelines of the Resolution need to be conveyed clearly, understandably, practically, and appropriately to each target group.
Beyond simply disseminating information, propaganda needs to clarify the meaning, benefits, and opportunities that the Resolution brings, thereby stimulating the proactive participation of citizens and businesses. With heightened awareness, each individual and organization will be both a creator and a consumer of culture, contributing to the formation of a driving force for development from within society.

Besides implementation, regular monitoring and evaluation are necessary to promptly identify and resolve difficulties and obstacles during the implementation process. This is a crucial condition to ensure that the policy does not "break down" when put into practice.
In particular, the oversight activities of the National Assembly and its agencies are not limited to monitoring and evaluating the implementation of the Resolution, but also play a crucial role in identifying inadequacies, overlaps, and inconsistencies in the legal system and related mechanisms and policies.
Through monitoring, institutional "bottlenecks" are more clearly identified, leading to recommendations for amending, supplementing, and improving laws, creating a favorable legal framework for cultural development. It can be said that monitoring is both a tool to ensure enforcement and an important channel for further improving institutions.
For each National Assembly representative, monitoring and understanding the practical implementation at the local level is of particular importance. Through contact with constituents and on-site surveys, representatives can promptly identify emerging issues, truthfully report them to the National Assembly and relevant authorities, thereby contributing to improving the effectiveness of the Resolution's implementation.
It can be affirmed that, for the Resolution on cultural development to truly come to life, a synchronized effort from the entire political system is needed, with implementation, resource allocation, enhanced communication, and strengthened supervision being key pillars.
When policies are effectively implemented and continuously refined based on practical experience, major goals for cultural development will gradually become a reality, contributing to building a solid spiritual foundation for the rapid and sustainable development of the country.
