Joint Statement between the Socialist Republic of Vietnam and the Kingdom of Cambodia
1. At the invitation of Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia, Mr. To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, will pay a State visit to the Kingdom of Cambodia on February 6, 2026.
2. During the visit, General Secretary To Lam paid a courtesy call on Queen Mother Norodom Monineath Sihanouk; held talks with Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and Acting Head of State; and laid wreaths at the Independence Monument, the Monument to the late Cambodian King Preah Bat Samdech Preah Norodom Sihanouk “Preah Borom Ratanak Kaudh”, and the Vietnam-Cambodia Friendship Monument.

3. Samdech Techo Hun Sen congratulated Vietnam on the significant achievements it has made in the process of national construction, reform, and development, as well as in socio-economic development, with an economic growth rate of over 8% by 2025. Samdech Techo Hun Sen extended his warmest congratulations to General Secretary To Lam on the resounding success of the 14th National Congress of the Communist Party of Vietnam and the General Secretary's re-election as General Secretary of the Communist Party of Vietnam. Samdech Techo Hun Sen wished the Government and people of the Socialist Republic of Vietnam success in realizing the goals of becoming an upper-middle-income country by 2030 and an industrialized, high-income country by 2045.

4. General Secretary To Lam congratulated the Cambodian Government and people on the great achievements they have made under the wise reign of King Norodom Sihamoni and the visionary leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, especially in promoting socio-economic development. The General Secretary wished Cambodia success in realizing its goal of becoming a high-income country by 2050.
5. During General Secretary To Lam's visit, senior Cambodian leaders expressed gratitude for Vietnam's support in the field of education, including the Cambodia-Vietnam Friendship School in Dangkor district, Phnom Penh, reflecting the spirit of friendship and cooperation between the two countries.

6. General Secretary To Lam held frank discussions with Cambodian leaders, focusing on further deepening the warm, friendly relations and expanding mutually beneficial cooperation between the two countries. The two sides also exchanged views on regional and international issues of mutual concern.
7. Both sides expressed satisfaction with the positive development of the traditional, friendly, close, and comprehensive cooperation between Vietnam and Cambodia in recent years, bringing practical benefits to the people of both countries. Both sides welcomed the maintenance of regular high-level exchanges and contacts at all levels and in all fields, which helps to further strengthen the traditional friendship and expand substantive and effective bilateral cooperation.
8. Both sides reaffirmed their consistent position of always attaching special importance to the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia, and committed to supporting and assisting each other for development, peace, stability, and prosperity.
9. In the context of complex regional and global developments, both sides share a deeper understanding that the good neighborly relations and traditional friendship between the two countries are unbreakable, and that mutual support for prosperity, equality, and peaceful coexistence is an enduring truth.
10. Reaffirming their commitment to strengthening mutual trust and understanding, laying a solid foundation for managing and resolving outstanding issues and differences, and maintaining the positive momentum of the relationship, both sides agreed on several basic principles to control issues so as not to affect the overall relationship, and to set new directions for more substantive and effective cooperative development, as follows:
(i) Respect each other's independence, sovereignty, and territorial integrity; do not interfere in each other's internal affairs; handle issues carefully to avoid being exploited or further complicating the situation;
(ii) Resolving differences through frank and constructive dialogue, sincere and good-faith cooperation, based on respect for each other's legitimate core interests, building on common ground, while minimizing and narrowing differences;
(iii) Enhance information sharing and promote timely consultation on issues of common interest, especially those related to national borders, communities, programs, and cooperation projects;
(iv) Maintaining consensus to prevent any issues from affecting the overall bilateral relationship, comprehensive cooperation, solidarity, and friendship between the two countries; and
(v) Enhance information exchange and coordination in a constructive and responsible manner, promptly addressing emerging issues, in order to strengthen trust and maintain stable and long-term bilateral relations.
11. The Cambodian side expressed sincere gratitude for the sacrifices of the Vietnamese volunteer soldiers and people in liberating the Cambodian people from the genocidal regime of Cambodia/Democratic Kampuchea in the 1970s and 1980s, as well as Vietnam's support for Cambodia's national reconstruction and development. The Vietnamese side sincerely thanked the Cambodian people for their sacrifices in Vietnam's struggle for territorial unification and national independence in the 1960s and 1970s, as well as Cambodia's support for Vietnam's national reconstruction and development. On this basis, both sides committed to further strengthening their traditional friendship, emphasizing that regardless of changing circumstances, the warm relationship between Cambodia and Vietnam remains strong and unwavering.
12. Both sides commit to leveraging complementary strengths to enhance bilateral and regional economic integration, particularly in strategic infrastructure, supply chain connectivity, agriculture and agricultural processing, energy and logistics, border economic cooperation, and facilitating the flow of goods, services, and investment between the two economies.
13. Welcoming the strong growth in bilateral trade in recent times, and committed to achieving the bilateral trade target of US$20 billion, both sides agreed to further promote and facilitate cross-border trade. Both sides also emphasized the importance of effectively implementing the Agreement on Promoting Bilateral Trade for the period 2025-2026, the Agreement on Border Trade, and the Agreement on Transit of Goods, as well as other relevant trade agreements between the two countries.
14. Both sides welcomed the inauguration ceremony of the Meun Chey - Tan Nam International Border Gate on December 8, 2025, and agreed to expedite the inclusion of this border gate in the list of designated border gates for goods transit through the signing of a Protocol amending the Agreement on Goods Transit between the Government of Cambodia and the Government of Vietnam, signed in 2013. The Vietnamese side also agreed to expedite the upgrading of the Chrey Thum (Kandal) - Khanh Binh (An Giang) bilateral border gate to an international border gate and to open a new inland waterway border gate in Khanh Binh. Both sides agreed to promote the full implementation of the Agreement on Waterway Transport between the Government of the Socialist Republic of Vietnam and the Royal Government of Cambodia, signed on December 17, 2009, and amended in 2019; and to encourage relevant agencies to cooperate closely and simplify cross-border transport procedures at international border gates. They agreed to expedite the identification of the connection points for the Phnom Penh - Bavet - Moc Bai - Ho Chi Minh City expressway.
15. In a joint effort to enhance economic cooperation, the two sides continued to exchange views on joint research into a new economic mechanism to more closely link the economies of Vietnam and Cambodia and integrate the Vietnam-Cambodia Economic Connectivity Master Plan to 2030.
16. Both sides commit to further improving the investment and business environment, encouraging and supporting businesses from each side to expand cooperation in potential and complementary areas, including telecommunications, agricultural processing and trade, renewable energy, infrastructure, digital transformation, finance, banking, and tourism. Both sides commit to promoting investment and trade activities, striving to achieve a bilateral trade turnover target of US$20 billion in the near future, in line with the potential, scope, and comprehensiveness of cooperation between the two countries.
17. Both sides emphasized the importance of defense and security cooperation, committed to strengthening more effective cooperation, and agreed to enhance cooperation between the two armed forces, including capacity building. Both sides are determined not to allow hostile forces to use the territory of one country to carry out subversive activities against the other.
18. Both sides emphasized the importance of consular cooperation and the protection of citizens of both countries in accordance with the 1963 Vienna Convention on Consular Relations. Vietnam highly appreciates the Kingdom of Cambodia's consistent support and non-discriminatory treatment of people of Vietnamese origin living in Cambodia over the years. Both sides agreed to facilitate the legal residence, study, work, and business activities of citizens of each country within their respective territories.
19. Both sides welcome the current efforts of the Vietnam-Cambodia and Cambodia-Vietnam Joint Border Committees to find mutually acceptable solutions for approximately 16% of the undemarcated land border, prioritizing 6% involving land swaps, in accordance with all border treaties signed between the two countries, with the aim of building a peaceful, stable, and developing land border between Vietnam and Cambodia. Both sides agree to expedite the process of drafting, negotiating, and signing an Agreement on the Management of Land Border Crossings and an Agreement on the Regulations for Managing the Land Border, replacing the 1983 Agreement on Border Regulations in the near future.
The two sides exchanged views on maritime-related issues. Regarding maritime delimitation, both sides committed to respecting and effectively implementing all relevant agreements on border issues, including the 1982 Agreement on the Historical Waters between Vietnam and Cambodia.
20. Both sides agreed to strengthen mutual trust and understanding, emphasizing the importance of promoting information, communication, and education about the traditional relationship between the two countries to all levels of the population, especially the younger generation, so that they can accurately understand the history of the traditional friendship between the two countries. Both sides agreed to strengthen joint efforts to preserve, restore, and beautify the Vietnam-Cambodia Friendship Monuments, considering them invaluable historical values that contribute to traditional education, strengthen the social foundation, and promote the stable and long-term development of bilateral relations.
21. Both sides agreed to strengthen cooperation in education and training with a long-term vision, considering education and training as an important bridge connecting the younger generation, fostering understanding, trust, and lasting friendship between the youth of the two countries. Both sides committed to facilitating this cooperation as much as possible, including through the provision of scholarships in accordance with the existing Memorandum of Understanding on educational cooperation between the Ministries of Education of the two countries.
22. Both sides agreed to strengthen cooperation in the field of public health. Cambodia expressed its deep appreciation to Vietnam for continuing to provide healthcare and treatment for Cambodian patients at major public hospitals in Ho Chi Minh City and border provinces at a level equivalent to that provided to Vietnamese citizens and in accordance with Vietnamese regulations and the payment system of Vietnamese hospitals for patients without health insurance.
To further enhance cooperation in the field of medical human resources, both sides agreed to discuss the possibility of capacity building for Cambodian medical students studying at Vietnamese medical universities by allowing them to undertake clinical internships at Vietnamese hospitals after completing their studies, in accordance with Vietnamese regulations and laws.
23. Both sides agreed to strengthen cooperation in areas including culture, sports, tourism, energy, science and technology, agriculture and fisheries, postal services, telecommunications and information technology, and the digital economy to enhance partnership, complementarity, and shared prosperity. Both sides will strive to complete internal procedures regarding the United Nations Convention on Cybercrime and promote cooperation in combating cybercrime, noting that the early entry into force of the Convention will contribute to strengthening regional and international cooperation in this field.
24. Both sides encourage the authorities of the border provinces to continue promoting cooperation in the fields of border trade, culture, arts, education, and people-to-people exchanges. The border provinces of the two countries will closely coordinate in resolving disagreements, avoiding any actions that complicate the situation in the spirit of friendship, good neighborliness, and mutual benefit, in order to contribute to promoting socio-economic cooperation and other areas of cooperation between the two countries in accordance with the agreements and treaties between the two countries and the laws and regulations of each country.
25. Both sides reaffirmed the strategic importance of strengthening ASEAN's central role and solidarity, and fully and effectively implementing the ASEAN Community Vision 2045 to realize a resilient, innovative, dynamic, and people-centered ASEAN. Accordingly, both sides committed to working closely with other ASEAN member states to maintain the shared commitment to preserving and promoting peace in the region, through adherence to the goals and principles of the United Nations Charter, the ASEAN Charter, the Treaty of Friendship and Cooperation in Southeast Asia (TAC), other ASEAN instruments, and international law. Both sides emphasized the importance of peaceful dialogue, constructive consultation, confidence-building, and restraint, resolving disputes through peaceful means consistent with international law, including the United Nations Charter and the ASEAN Charter, without the use or threat of force.
26. Both sides will continue to strengthen close cooperation within the framework of the Mekong River Commission and other related mechanisms, with countries along the Mekong River and development partners, in order to manage, exploit, develop and sustainably and effectively conserve the water resources and related resources of the Mekong River basin. Both sides reaffirm their commitment to fully comply with the 1995 Agreement on Cooperation for Sustainable Development of the Mekong River Basin, and related Procedures and Guidelines. Both sides also agreed to continue close cooperation with the Mekong Subregion countries to leverage Mekong cooperation mechanisms, contributing to peace, stability, cooperation and sustainable development in the subregion and the entire region.
27. Both sides reaffirmed ASEAN's common principles on the South China Sea. Both sides emphasized the importance of maintaining peace, security, stability, safety, and freedom of navigation and overflight in the South China Sea. Both sides reaffirmed the need to enhance mutual trust and confidence, exercise restraint, refrain from actions that complicate the situation, and resolve disputes peacefully on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Both sides stressed the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and expressed their desire to soon achieve a substantive, effective, and internationally compliant Code of Conduct in the South China Sea (COC), including UNCLOS.
28. General Secretary To Lam sincerely thanked King Preah Bat Samdech Preah Boromneath Norodom Sihamoni for inviting him to visit Cambodia, and the Cambodian leaders and people for the warm welcome extended to the high-level Vietnamese delegation. The General Secretary respectfully invited King Norodom Sihamoni to pay a State visit to Vietnam at a suitable time.
