The 'zero-cost' land clearance project in Ha Tay commune.

Thanks to the determination of the Party committee, the government, and the consensus of the people, the project to upgrade and renovate the 190D road in Ha Tay commune had 'zero' land acquisition costs.

The ongoing construction of Route 190D will provide impetus for the socio -economic development of Ha Tay commune.

Removing traffic bottlenecks

Road 190D plays a crucial role in connecting traffic between Thanh Hai and An Phuong communes in the former Thanh Ha district. This road is a vital transportation hub for Ha Tay commune, Hai Phong city.

In previous years, although it was a main thoroughfare, Road 190D was narrow and dilapidated, while the demand for transportation and trade among the people continued to increase. This not only posed a risk to traffic safety but also hindered the development of the locality. Therefore, the local Party committee, government, and people have always hoped that Road 190D would be upgraded and expanded to meet development requirements.

The construction of Road 190D progressed quickly due to favorable land clearance conditions.

The People's Committee of Hai Phong City assigned the Thanh Ha Area Investment and Construction Project Management Board (now the Thanh Ha Commune Investment and Construction Project Management Board) as the investor for the renovation and upgrading project of Road 190D. The project consists of two sections with a total length of over 3.4 km and a total investment of over 56 billion VND. The road will be widened from 4-5 meters to 9-10 meters, with full supporting infrastructure such as sidewalks, lighting, and drainage.

The release cost is 'zero'.

To implement the project, Ha Tay commune reclaimed agricultural and residential land from 208 households, totaling nearly 8,000 ^m² . Although the area to be cleared was not large, the road mainly passed through residential buildings, directly affecting the lives of these households.

Mr. Nguyen Tri Bang, Head of An Lai village, said that Road 190D passes through the village's residential area, and many households are within the scope of the road upgrade and renovation project. The land area to be acquired from each household is not large, only 5-10 ^m² /household, but it is all land along the road, which is highly valuable. When handing over the land, households must dismantle structures, renovate, and rebuild, so initially some households hesitated. However, thanks to good mobilization and propaganda work, and the people's understanding of the importance of the new road, they all agreed to hand over the land for the project.

The residents voluntarily dismantled their structures to make way for construction.

This project was also implemented with zero land acquisition costs in the locality. Ms. Hoang Thi Huong's family in An Lai village – one of the households whose land and structures are within the project area – readily donated land to expand the road after being informed and persuaded. “We have longed for a new road. When we heard that the road construction project was being implemented, the people were very excited. Therefore, we are willing to sacrifice personal interests for the common good.”

According to Mr. Nguyen Dung Thanh, Vice Chairman of the People's Committee of Ha Tay commune, the project to upgrade and renovate Road 190D has received the support of the people, so the land clearance work has been smooth. To date, 195 households have agreed and signed agreements to donate land for the road. These households have proactively dismantled and relocated their assets to hand over a clean site for construction. For cases with a large amount of assets, the People's Committee of the commune is providing assistance with relocation equipment. In the coming days, the local government and organizations will continue to persuade the remaining households to donate land to complete the land clearance for the project.

After being upgraded, Route 190D will be 9-10 meters wide.

According to the Thanh Ha Commune Investment and Construction Project Management Board, the project to upgrade Road 190D was implemented quickly and smoothly because the land was handed over early.

The project commenced in late December 2025. Contractors are working diligently on both sections of the route. Section 1 is currently undergoing the installation of drainage pipes and manholes. Section 2 is being implemented with two construction teams carrying out dredging and drainage pipe installation. It is expected that the newly renovated 190D road will be completed and put into use by the end of 2026.

Ha Tay commune possesses numerous advantages for socio-economic development, thanks to the harmonious combination of agriculture, industry, services, and cultural history. The locality has concentrated rice and fruit production areas. Several businesses operate effectively within the area, and it is one of the cradles of water puppetry culture. Therefore, the upgrading and renovation of Route 190D will create significant momentum, not only meeting the transportation needs of the people but also opening up development opportunities for the locality.
