In recent years, the situation of human trafficking and child trafficking has become more complicated, increasing in both quantity and nature, level and scale. This is a type of crime that seriously violates human dignity, honor, freedom, human rights and is sanctioned by law with very strict regulations. Through basic investigation, our country's police force has identified many key and complicated routes and areas where human trafficking crimes often take advantage of to operate, such as: the traffic routes Hanoi - Lang Son, Hanoi - Quang Ninh, Hanoi - Lao Cai and border trails on the northern and southwestern borders of Laos, Cambodia, etc.
Criminals’ methods are increasingly sophisticated and complex. Most human trafficking cases are carried out by criminal organizations, with close collusion between domestic and foreign subjects, with many tricks of promising jobs, marriage brokerage, and adoption.
Faced with the tricks of human trafficking criminals, the Vietnamese Government has had major policies to respond. First of all, it is necessary to develop policies and legal corridors for the prevention, combat and suppression of this type of crime. The authorities have recommended that the National Assembly and the Government amend and supplement 16 documents and develop 11 new related documents; in particular, the Law on Prevention and Combat of Human Trafficking was passed by the 12th National Assembly, 9th session on March 29, 2011, effective from January 1, 2012. The Law on Prevention and Combat of Human Trafficking has institutionalized the Party's policy on perfecting the law related to the fight against crime, including human trafficking.
On May 10, 2016, the Prime Minister issued Decision No. 793/QD-TTg, designating July 30 every year as “National Day for Prevention and Combat of Human Trafficking”, with the goal of mobilizing all resources, promoting the combined strength of the entire political system and the entire population to participate in preventing, stopping, and gradually repelling human trafficking crimes nationwide.
In recent years, Lang Son province has always paid attention to the prevention and combat of human trafficking crimes. Lang Son has focused on fighting and clarifying human trafficking cases, especially organized and transnational cases; arresting criminals, especially masterminds and ringleaders; at the same time, strengthening the management of human resources and household registration through residence management; strengthening inspections of production facilities suspected of using child labor to detect victims of labor exploitation and rescue them promptly; proactively grasping the situation, detecting and thoroughly handling marriage brokerage centers with foreign elements, labor export, illegal adoption...
Implementing the Program to prevent human trafficking, Lang Son continues to be identified by the Government's Steering Committee 138 as one of six pilot localities nationwide to implement the program. Every year, the provincial Steering Committee 138 has developed and issued a plan to effectively implement contents such as communication, education, prevention; combat, investigation, prosecution and trial of crimes... In the prevention and combat of human trafficking, 139 cases have been investigated, received and verified, including 117 victims who were trafficked to China; received and supported nearly 1,000 cases of Vietnamese citizens who illegally exited to China and were returned or expelled by the authorities .
Responding to "National Day for Prevention and Combat of Human Trafficking - July 30" in 2022. All levels, sectors, agencies and units need to unite to promote combined strength; actively participate in the fight against human trafficking crimes, and support victims of trafficking. Strengthen propaganda work to contribute to raising awareness for the whole society about the work of preventing and combating human trafficking.
