Presenting the Report, authorized by the Prime Minister, Minister of Public Security Luong Tam Quang said that in 2025, the world, regional and domestic situation will continue to have new, rapid and complex changes, with many greater difficulties and challenges; posing many challenges to the task of ensuring security and order. The Government has directed ministries, branches and localities to resolutely and synchronously deploy tasks and solutions to firmly protect national security, order and social safety, contributing to maintaining political stability.
Regarding the results of the fight against crimes against social order, the number of crimes against social order decreased by 12.18%; in which, some dangerous and especially dangerous crimes decreased sharply compared to the same period in 2024. Focused on launching 9 peak campaigns to attack and suppress crimes; the investigation and discovery rate reached 81.32%; in which, very serious cases reached 93.25%, especially serious cases reached 95.16% (exceeding the target assigned by the National Assembly).
The number of crimes related to economic management order is 28.97% lower, the number of crimes related to corruption and positions is 17.57% lower than the same period in 2024. Launch a peak campaign to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; fight against smuggling, production, and trading of banned and counterfeit goods, contributing to restoring social order and discipline; stabilizing the domestic goods market and protecting people's health.
According to the Minister of Public Security, the number of crimes related to the environment, resources, and food safety is 48.17% lower than the same period in 2024. The Ministry continues to strengthen the direction of inspection, detection, and handling of violations of environmental laws and the issue of domestic waste treatment in urban areas; combat and handle violations of laws on forest protection and development and food safety; and strengthen the prevention of violations of food safety.
The number of crimes in the field of information technology and telecommunications is 11.53% lower than the same period in 2024. An inter-sectoral model has been built to prevent and combat online fraud; a comprehensive review and cleaning of mobile subscribers and bank accounts; electronic authentication services; and access to websites and social network accounts related to illegal acts has been blocked.
The number of drug-related crimes is 18.29% lower than the same period in 2024. Units continue to strengthen the fight against and suppress drug-related crimes on key routes and areas; strengthen inspection, supervision, and strict management of the trading and use of addictive drugs; launch a peak period of general screening, detection, statistics, and management of drug addicts, illegal drug users, and people under post-drug rehabilitation management.
Regarding the general assessment, Minister of Public Security Luong Tam Quang emphasized that the rate of investigation and discovery of cases exceeded the target assigned by the National Assembly; most types of crimes were reduced; and cases that caused public outrage were promptly investigated and clarified. The fight against crime and law violations in the field of information technology and telecommunications achieved many positive results. Presenting the Inspection Report, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung said that in 2025, along with implementing the Party's major policies on streamlining the political system's organizational apparatus, deploying the 2-level local government model, making breakthroughs in developing science and technology, education, training, protecting and taking care of people's health, removing difficulties and obstacles to promote socio-economic development, the Government continued to propose many effective preventive solutions for law violations and crimes.
The police force has deployed many measures to quickly handle hot spots and organized crime groups; continued to detect and strictly handle many serious and complicated corruption and waste cases.
The work of ensuring internal political security, information and communication security, network security, and economic security has been implemented synchronously and comprehensively. The close combination of information technology application and traditional activities in professional prevention has improved the effectiveness of law and crime prevention. The increase of the number of investigators and investigation officers deployed at the commune level and regular commune police has contributed to educating and more closely managing groups of subjects at high risk of committing crimes; proactively detecting and promptly resolving conflicts among the people right from the beginning and at the grassroots level.
Chairman of the Law and Justice Committee Hoang Thanh Tung said that although basically all types of crimes and law violations have decreased compared to the same period (down 19.18%); however, some types of crimes still increased such as: fraud, property appropriation (up 11.76%), disturbing public order (up 21.83%), production and trade of counterfeit goods (up 47.17%).
The results of detecting violations of the law and crimes in some areas still have some aspects that need to be noted, namely: Drug crimes continue to develop in a complex manner on a large scale, with a particularly serious nature. Violations of the law and crimes in the field of food safety are complicated, causing serious consequences to people's health. Some agencies have not fully performed their specialized state management functions in their assigned fields, and even allowed some cases of officials and civil servants to seriously violate the law, assisting criminals in hiding under the guise of businesses for profit...
Through inspection, economic violations of more than 230,000 billion VND and 75 hectares of land were discovered.

Also at the meeting, presenting the Summary Report on Anti-Corruption Work in 2025, Government Inspector General Doan Hong Phong said that through inspection, economic violations of more than VND 230,000 billion, 75 hectares of land were discovered, and recommendations were made to review and administratively handle 1,872 groups and 6,544 individuals; 236 cases and 140 subjects were transferred to the investigation agency for further review and handling. Through the settlement of complaints and denunciations, recommendations were made to handle 376 people; 12 cases and 14 subjects were transferred to the investigation agency for further review and handling.
In particular, the Government Inspectorate and inspectors of provinces and cities have focused on implementing a number of important tasks assigned by the Central Steering Committee, the Government and the Prime Minister: In just 36 days, the inspection of the Investment Project for the construction of the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital was completed under the direction of the General Secretary; in just 55 days, the thematic inspections nationwide of 563 projects with difficulties were completed under the direction of the General Secretary and the Prime Minister... as a basis for submitting to competent authorities to remove difficulties and release resources for the country's economic development.
The Government Inspector General also frankly pointed out the shortcomings and limitations such as the slow institutionalization, overcoming of loopholes, obstacles, inadequacies, and overlaps in some areas, failing to promptly meet practical requirements. Some corruption prevention measures have not been fully implemented. Some cases and incidents have had to be temporarily suspended due to defendants fleeing or the lack of results of foreign judicial assistance; the value of assets to be recovered is still large. The situation of corruption, waste, and negativity in some areas is still complicated; the situation of harassment and inconvenience to people and businesses has not been thoroughly resolved.
Presenting the Inspection Report, Chairman of the Committee for Law and Justice Hoang Thanh Tung said that in 2025, the work of preventing and combating corruption, waste and negative practices is still identified by the Party and State as an important and regular task. Under the centralized and unified leadership of the Central Executive Committee, the Politburo, the Secretariat, with the efforts of all levels, sectors, and localities, the active participation of the Vietnam Fatherland Front and its member organizations, press and media agencies and the people, the work of preventing and combating corruption, waste and negative practices continues to be promoted, achieving many important results.
“The above results have continued to affirm that the fight against corruption, waste and negativity is increasingly effective and drastic, without slowing down or slowing down, creating a deep spread in society, and receiving the support and appreciation of Party members and people,” affirmed Chairman Hoang Thanh Tung.
