Up to now, Ha Tinh has only 150/539 fishing boats with valid technical safety certificates, reaching 27.29%.

According to Article 67 of the 2017 Fisheries Law, fishing vessels with a length of 12 m or more must be inspected, classified and granted a technical safety certificate. Newly built or converted fishing vessels must be inspected by a technical safety and quality inspection organization in accordance with the approved design documents and granted the required documents. Fishing vessels not falling under the above cases must be equipped with equipment to ensure technical safety of fishing vessels during operation.

In recent times, implementing the provisions of the Fisheries Law and the work of preventing and combating illegal, unreported, and unregulated fishing (IUU fishing), Ha Tinh has deployed many solutions to ensure standards when fishermen participate in fishing at sea, including issuing certificates of technical safety for fishing vessels.

However, according to data from the Department of Fisheries, up to now, the whole province has only 150/539 fishing vessels with valid technical safety certificates (27.29%). This certificate is used to inspect and evaluate the conformity of the hull, engine, propulsion system, safety equipment, exploitation equipment, processing equipment, classification, processing, and preservation of products installed on fishing vessels with current technical regulations and national standards. This is also a mandatory requirement to ensure the safety of people and property when fishermen go out to sea to fish.

The reason why the rate of valid technical safety certificates for fishing vessels is low is mainly due to the low level of knowledge and understanding of legal regulations among fishermen; some vessels are inspected in other provinces or private inspection centers but have not updated their data to the VNFISHBASE system...; fishing activities are increasingly difficult so fishermen no longer participate in seafood exploitation but have not yet completed the procedures to deregister and inspect fishing vessels;...

In the coming time, the provincial Fisheries Department will continue to coordinate with localities to monitor the list of fishing vessels with expired or unissued technical safety certificates to notify ship owners, request implementation of legal regulations, ensure 100% of fishing vessels are issued technical safety certificates; resolutely not allow fishing vessels to leave ports and estuaries without sufficient procedures, documents, and equipment as prescribed. At the same time, promote communication activities, disseminate relevant laws on the Fisheries Law, and work to combat IUU fishing for fishermen in the whole province.

According to Article 17 of Circular 23/2018/TT-BNNPTNT, the procedure for granting a certificate of technical safety for fishing vessels is as follows:

- The competent authority is the qualified fishing vessel inspection facility.

- Profile includes:

Application for a certificate of technical safety of fishing vessels according to Form No. 03.BD Appendix VI issued with this Circular;

Copy of approved design documents (for newly built or converted fishing vessels);

According to the construction progress, organizations and individuals requesting the issuance of a certificate of technical safety for fishing vessels must submit to the fishing vessel inspection agency a certified copy of the certificate of conformity and accompanying documents for domestically produced machinery and equipment or a certificate of origin, a certificate of quality and technical documents guiding the installation, use and repair of the manufacturer's equipment for imported machinery and equipment before installation on the vessel.
