Starlink Services Vietnam's core business is satellite telecommunications, providing fixed satellite services including Internet access and leased line services for mobile base stations. In addition, the company also deploys mobile satellite services, including Internet access at sea and Internet access on aircraft.
Notably, the company also registered to invest in telecommunications services with network infrastructure, including satellite telecommunications networks using low-orbit satellite technology. This activity is implemented on the principle of ensuring national defense and security, in accordance with the controlled pilot program for low-orbit satellite telecommunications services, without limiting the percentage of share ownership, capital contribution, or investment by foreign investors.
The company has a registered capital of 30 billion VND, represented and owned by Starlink Holdings Netherlands BV (Netherlands). Ms. Lauren Ashley Dreyer (born in 1983, American nationality) is the Chairwoman and legal representative of Starlink Services Vietnam. The General Director is Mr. Do Ba Thich (born in 1990, Hanoi).

Registered capital can be considered the "legal capital" that allows a business to complete investment procedures and obtain operating licenses, but it does not fully reflect the financial scale or long-term commitment of the parent company.
In practice, operating resources are typically supplemented gradually through internal loans, service contracts, or phased capital increases, depending on the business plan and market expansion level.
Prior to Starlink, many foreign businesses were also present in Vietnam with modest initial registered capital.
For example, Apple established a legal entity in Vietnam in 2015 with a registered capital of 15 billion VND, which it has maintained to this day. Boeing established its company three years later with a capital of 4.5 billion VND; it wasn't until after 7 years of operation that the American aircraft manufacturer first increased its capital to 35 billion VND.
According to Dan Tri newspaper, the Radio Frequency Department - Ministry of Science and Technology had previously granted a frequency usage license to Starlink Services Vietnam Co., Ltd., paving the way for the legal deployment of low-orbit satellite internet in Vietnam.
The initial phase includes 4 gateway stations, supporting up to 600,000 terminal devices, implemented systematically and under control to ensure no interference and compliance with frequency resource regulations.
Previously, in April 2025, Starlink received a license to become the first foreign enterprise approved by Vietnam to pilot satellite internet services. SpaceX then proceeded with the procedures to establish a legal entity in Vietnam before applying for a license to provide services from the regulatory authorities.
Prime Minister Pham Minh Chinh had previously emphasized the importance of international cooperation, especially with the United States, to leverage advanced technology and attract investment.
The deployment of Starlink not only brings economic benefits but also contributes to affirming Vietnam's position in the global technology race, although it requires a synchronized solution regarding costs and radio frequency management policies.
